BERNARD <br /> CHURCH (C/O SOUZA REALTY) (APN: 240-140-24) (ADDRESS: 12100 <br /> VALPICO ROAD, TRACY) <br /> The applicant has submitted the above referenced Use Permit Application for a regional church <br /> with a K-8 grade school, multipurpose buildings, and parish offices to be built in three phases <br /> over fifteen years. Phase I includes a 14,932 square foot multipurpose building and a 9,056 <br /> square foot multipurpose support building. Phase II includes a 51,945 square foot church and <br /> two church support buildings, 18,230 square feet and 3,704 square feet. Phase III includes two <br /> school buildings, each totaling 21,981 square feet. Phase I will be serviced by a septic system, <br /> on-site well, and retention basin. Phase II and III will be required to be served by public services <br /> from the City of Tracy. <br /> The 20.00 acre parcel is located at the southwest corner of Valpico Road and Corral Hollow <br /> Road, west of Tracy. <br /> The property has a General Plan designation of OS/RC (Open Space Resource Conservation <br /> and is zoned AU-20 (Agriculture-Urban Reserve, minimum twenty acres). <br /> The Community Development Department has reviewed the application and offers the following <br /> comments: <br /> Phasing <br /> The applicant has submitted a supplement indicating the project will be completed in three <br /> phases. Phase I will consist of the construction of the multipurpose building and multipurpose <br /> support building to be constructed initially. Phase II will consist of the construction of the church <br /> and two church support buildings to be completed in seven years. Phase III will consist of the <br /> construction of the two school buildings to be completed in 15 years. However, there is a <br /> discrepancy as the applicant has stated in the supplement that the multipurpose support building <br /> and two church support buildings are to be completed in fifteen years. The applicant will need to <br /> clarify which buildings are proposed in which phase, or clarify the timeline of each phase to <br /> correspond with the anticipated construction date. <br /> I <br />
