BERNARD CHURCH (C/O SOUZA REALTY) (APN: 240-140-24) (ADDRESS: 12100 VALPICO ROAD, TRACY) The applicant has submitted the above referenced Use Permit Application for a regional church with a K-8 grade school, multipurpose buildings, and parish offices to be built in three phases over fifteen years. Phase I includes a 14,932 square foot multipurpose building and a 9,056 square foot multipurpose support building. Phase II includes a 51,945 square foot church and two church support buildings, 18,230 square feet and 3,704 square feet. Phase III includes two school buildings, each totaling 21,981 square feet. Phase I will be serviced by a septic system, on-site well, and retention basin. Phase II and III will be required to be served by public services from the City of Tracy. The 20.00 acre parcel is located at the southwest corner of Valpico Road and Corral Hollow Road, west of Tracy. The property has a General Plan designation of OS/RC (Open Space Resource Conservation and is zoned AU-20 (Agriculture-Urban Reserve, minimum twenty acres). The Community Development Department has reviewed the application and offers the following comments: Phasing The applicant has submitted a supplement indicating the project will be completed in three phases. Phase I will consist of the construction of the multipurpose building and multipurpose support building to be constructed initially. Phase II will consist of the construction of the church and two church support buildings to be completed in seven years. Phase III will consist of the construction of the two school buildings to be completed in 15 years. However, there is a discrepancy as the applicant has stated in the supplement that the multipurpose support building and two church support buildings are to be completed in fifteen years. The applicant will need to clarify which buildings are proposed in which phase, or clarify the timeline of each phase to correspond with the anticipated construction date. I
