Noise <br /> Development Title Table 9-1025.9 Part I lists Religious Assembly as a noise sensitive land use. <br /> The General Plan Projected CNEL Contour Distances for San Joaquin County (Table III.D-4B, <br /> General Plan Vol. III, page IIID-23) lists the project location at Corral Hollow Road as a roadway <br /> with noise contours. The 65 dB contour line along Corral Hollow Road is located 192 feet from the <br /> side of the road. The nearest building to the property line is 220 feet away, which complies with <br /> the ordinance requirement. <br /> Screening <br /> According to Development Title Section 9-1022.4[d], when a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or an existing residential <br /> use, a solid masonry wall six (6) feet to seven (7) feet in height shall be erected along the <br /> abutting property line. Additionally, Development Title Section 9-1020.5[e] requires parking areas <br /> abutting a residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, to be screened with a solid masonry wall six (6) to seven (7) feet in height along <br /> the abutting property line, and a five (5) foot planting strip shall be installed adjacent to he wall <br /> and the parking area. As a result, a solid masonry wall six (6) to seven (7) feet in height shall be <br /> erected along the northern feet of the western property line as there is an existing residence <br /> on the adjacent parcel to the/west. When the abutting property to the west is zoned residentially, <br /> the applicant shall construc the masonry wall along the remaining portion of the western property <br /> line. <br /> Access <br /> The access driveway off of Corral Hollow and Valpico Road shall have a width of no less than <br /> twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles, except that in no <br /> case shall driveways designated as fire department access be less than twenty (20) feet wide <br /> (Development Title Section 9-1015.5). The applicant will need to indicate the width of the <br /> proposed access driveways on a Revised Site Plan. <br /> Services <br /> The parcel will be served by private services in Phase I. Phase II will still be served by an on-site <br /> retention basin for storm drainage, and an on-site well for water services, but will have public <br /> sewer services through the City of Tracy through an annexation agreement. The City of Tracy is <br /> requiring the applicant to execute an Agreement for Service Connections and Annexation with the <br /> City prior to the issuance of a building permit and/or at such time as the property becomes eligible <br /> to annex. The Department of Public Works is requiring the execution of an agreement prior to the <br /> issuance of a building permit. <br /> Traffic Study <br /> A traffic study dated December 7, 2006 was conducted on the project site by Kimley-Horn and <br /> Associates, Inc. and concluded the addition of travel lanes and intersection signalization will <br /> ensure that any impacts due to traffic would be reduced to a less-than-significant level. <br /> Specifically, impacts would be mitigated with the addition of a traffic signal at West Schulte Road <br /> at South Corral Hollow Road, and a traffic signal coupled with lane modifications at West Valpico <br /> Road at South Corral Hollow Road, West Valpico Road at South Tracy Boulevard, West Schulte <br /> Road at South Lammers Road, and West Valpico Road at South Lammers Road. <br /> 2 <br />
