7report <br /> DUCTION \ <br /> es our findings for the proposed St Bernard's Catholic Church Multipurpose <br /> ing the Nitrate Loading Study, Soil Suitability Study and Domestic Wastewater <br /> Management Design Criteria. These studies were required by the San Joaquin County <br /> Environmental Health Department(EHD) and comply with the San Joaquin County Development <br /> Title, specifically Section 9-1105.2(d). <br /> In September 2003, Chesney Consulting completed a Wastewater Disposal System Study <br /> consisting of a Nitrate Loading Study, Soil Suitability Study and Preliminary Design Criteria for <br /> the proposed St. Bernard's Church Complex, in its entirety. The Church Complex was at that time, <br /> and is eventually to consist of the following: The Church Worship Assembly Sanctuary, Church <br /> Support Buildings, The Multipurpose Building, and a K-8 Grade School. Due to a number of <br /> constraints placed on complete development of the Church Complex (partially due to deficient <br /> wastewater disposal area for the entire project)precipitated the need for St. Bernard's Church to <br /> develop the Multipurpose Building as "Phase I" exclusively. When City of Tracy services(water, <br /> and particularly sewer), reach the subject property, the Church will continue with its original plans <br /> for complete development in seven phases. This time frame is presently unknown,but is assumed <br /> to be within five years. Currently, a City sewer trunk line is approximately 0.4 miles north of the <br /> intersection of Valpico Road and Corral Hollow Road. <br /> In accordance with EHD's request, the original 2003 Wastewater Disposal System Study document <br /> is being submitted to them as the "Primary Report" for this project, and will be referenced as such <br /> in this Report. This Multipurpose Building Report is being submitted to EHD as an "Addendum" <br /> to the original 2003 document. The Primary Report should be read and examined first before <br /> reading this Report. The purpose of these Studies was to collect the following information and <br /> fulfill EHD requirements for specifying the wastewater management system design and operational <br /> parameters for the on-site wastewater system to serve the St. Bernard's Multipurpose Building: <br /> • Conduct soil physical and chemical testing: Physical testing included percolation testing and <br /> particle size analysis of the soil characteristics underlying the exact disposal area. Chemical <br /> testing included analyses for constituents that influence nitrate loading potential. <br /> • Analyze the capacity of the soils in the disposal area to accept the anticipated wastewater flows, <br /> assess the characteristics of the anticipated effluent, and discuss the soil characteristics to mitigate <br /> nitrate impact. Formulate operational parameters and design specifications to achieve the two <br /> goals of proper wastewater management and nitrate mitigation from the proposed filter bed <br /> disposal field. This was accomplished by the referenced testing,physical/chemical analyses and <br /> operational parameters incorporated into the design of the wastewater disposal system. <br /> M <br /> • Although wastewater flow volumes and precise characteristics emanating from the Multipurpose <br /> Building are presently unknown, average daily flow(ADF)volumes were formulated using all <br /> available parameters acceptable to EHD. <br /> Page -1- <br /> Chesney Consulting <br />
