PA-1100049 OF ANGELA ZAMBETTI, ETAL (CIO GARY REEVE) (APN: 240-080-11) (ADDRESS: 12815 W. VALPICO ROAD, TRACY) The applicant has submitted the above referenced General Plan Map Amendment pre-application to change the General Plan designation of a 20-acre parcel from RIL (Low-Density Residential)to P (Public). The applicant has stated that the underlying projects include a Zone Reclassification from AU-20 (Agriculture Urban Reserve, 20-acre minimum) to P-F (Public Facility) and a Site Approval application for a cemetery(Use Type: Funeral and Internment Services, Cemeteries). The project site is located on the north side of Valpico Road, 2800 feet east of Lammers Road, south of Tracy. The property has a General Plan designation of RIL (Low-Density Residential) and is zoned AU- 20 (Agriculture Urban Reserve, 20-acre minimum). The project site .is located within the Urban Community of Tracy. The Community Development Department has reviewed the pre-application for PA-1100049 and offers the following comments: General Plan Policies In order to approve the General Plan Amendment, the Planning Commission and Board of Supervisors shall determine that the internal consistency of the General Plan is maintained in adoption of the proposed General Plan Amendment. (Development Title Section 9-803.4) The proposed change must be consistent with all of the various General Plan goals, policies, objectives, and implementation measures. The General Plan Policies Specific to the Tracy Area states that "all portions of the Tracy Urban Community designated for development, except those areas designated for rural residential land use, .shall receive public water and wastewater treatment services from the City of Tracy." (General Plan Vol. 11, Page XII-8) This General Plan policy would require that public services from the City of Tracy would be required to proceed with the General Plan Map Amendment and the Zone Reclassification. A "will-serve" letter would be required at the submittal of the.full Zone Reclassification application. DC MEMO - i - PA-1100049
