Analysis <br /> Backaround <br /> On March 22, 2011, the applicant submitted a pre-application for a General Plan Map Amendment to <br /> change the General Plan designation from R/L (Low-Density Residential) to P (Public), and a Zone <br /> Reclassification to change the zoning from AU-20 (Agriculture-Urban Reserve, 20-acre minimum) to P-F <br /> (Public Facilities). The Community Development Department determined that this pre-application could not <br /> move forward without the project obtaining public services from the City of Tracy. The applicant then <br /> submitted a Development Title Text Amendment application to add the Use Type: Funeral and Interment <br /> Services, Cemeteries as a conditionally permitted use in the R-L (Low-Density Residential) and AU <br /> (Agriculture Urban Reserve)zones subject to an approved Use Permit Application. <br /> On December 13, 2011, the Board of Supervisors approved Development Title Text Amendment No. PA- <br /> 1100116, which conditionally permits the Use Type: Funeral and Interment Services, Cemeteries in the AU- <br /> 20 (Agriculture Urban Reserve, 20 acre minimum) and R-L (Low-Density Residential) zones with an <br /> approved Use Permit application. <br /> This Use Permit application No. PA-1100229 was filed with the Community Development Department as a result <br /> of the approved Development Title Text Amendment. <br /> San Joaquin County PA-1100229/Zambetti <br /> Community Development Page 3 <br />
