San Joaquin Valley Z or <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING' <br /> February 12, 2014 <br /> Stephanie Stowers <br /> County of San Joaquin <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95295 <br /> Project: Application Number: PA-1400011 (SA) for NWAR Solar Farm <br /> District CEQA Reference No: 20140066 <br /> Dear Ms. Stowers: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of the construction and operation of a 400 kilowatt <br /> (0.4 MW) solar facility on 2-acres, located at 5741 East Verigan Road, in Manteca, CA. <br /> (APN 197-120-02) The project will be completed in two phases over five years. The <br /> District offers the following comments: <br /> 1 . Based on information provided to the District, project specific emissions of criteria <br /> pollutants are not expected to exceed District significance thresholds of 10 tons/year <br /> NOX, 10 ton/year ROG, and 15 tons/year PM10. Therefore, the District concludes <br /> that project specific criteria pollutant emissions would have no significant adverse <br /> impact on air quality. <br /> 2. Based on information provided to the District, the proposed project would equal or <br /> exceed 9,000 square feet of other. Therefore, the District concludes that the <br /> proposed project is subject to District Rule 9510 (Indirect Source Review). District <br /> Rule 9510 is intended to reduce a project's impact on air quality through project <br /> design elements or mitigate its impact by payment of applicable off-site mitigation <br /> fees. <br /> Pursuant to District Rule 9510 (ISR) section 5.0, an applicant subject to the rule shall <br /> submit an Air Impact Assessment Application (AIA) to the District no later than <br /> applying for final discretionary approval.
