(GX-93-4) <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has <br /> reviewed the project referenced above and offers the following comments: <br /> San Joaquin Valley's air quality has been designated non-attainment by the EPA and <br /> the California Air Resources Board for the following pollutants, PM10 (fine particulate <br /> matter, dust) and 03 (ozone), The California Clean Air Act (AB2595), requires areas <br /> that are designated as non-attainment to reduce emissions 5% annually until <br /> standards are met. <br /> The nature of this project creates the potential for substantial amounts of PM10 to be <br /> entrained into the ambient air. From the description of the project it appears that <br /> SJVUAPCD Rule 8020 will apply. In addition to the requirements of the <br /> aforementioned rule it is suggested that the project applicant take all feasible <br /> measures to reduce the amount of dust and other pollutants that will result from the <br /> excavation process. Specifically, the District suggests that the following Mitigation <br /> Measures be included as part of project approval: <br /> 1 . All material excavated or graded should be sufficiently watered to prevent <br /> excessive amounts of dust. Watering should occur at least twice daily with <br /> complete coverage, preferably in the late morning and after work is done for <br /> the day. <br /> 2. All clearing, grading, earth moving, or excavation activities should cease when <br /> wind speeds are equal to or greater than 20 mph. <br /> 3.
