The Application <br /> Referral number is PA-0500462. The document briefly describes plans to establish a compost operation <br /> using.green waste and organic agricultural byproducts. <br /> Composting activities involve-the discharge of waste,to land for treatment and storage. These activities <br /> may pose a threat to water quality through storm water run off and/or leachate generation. Compost <br /> facilities are typically subject to Waste Discharge Requirements (WDRs). Local approval of a new <br /> composting operation should require the project proponent to comply with the California Water Code, as <br /> described below. <br /> Waste Discharge Requirements for Composting <br /> In accordance with California Water Code Section 13260, the project proponent must submit a Report of <br /> Waste Discharge (RWD) at least 140 days prior to discharging waste at the site. The RWD must be <br /> sufficiently detailed to allowed staff to assess the project's threat to water quality. The RWD must <br /> describe all feedstocks, additives, amendments, and other substances used in the process and their <br /> proposed amounts. The RWD must also include site-specific plans and proposals indicating how the <br /> facility design and operation will prevent nuisance conditions and the degradation of groundwater or <br /> surface water quality. <br /> Construction Storm Water Permit <br /> Coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit for <br /> Storm Water Discharges Associated with Construction Activities, Order No. 99-08-DWQ is required <br /> when a project involves clearing, grading, disturbances to the ground, such as stockpiling, or excavation. <br /> Currently, construction activity that involves soil disturbances on construction sites one acre or greater <br /> or which are part of a larger common plan of development or sale require a construction storm water <br /> permit. <br /> California Environmental Protection Agency <br /> �d Recycled Paper <br />
