The <br /> report was submitted in response to Requirement C.1 of Cleanup and Abatement Order No. 5-00-717. <br /> After reviewing the workplan, I have the following comments: <br /> F <br /> • The workplan presents a quarterly sampling schedule. This will result in too few samples being <br /> collected to characterize the surface water quality. Samples shall be collected monthly in the <br /> months December through April. The first sample event shall be performed as soon as possible, <br /> but no later than three days after the first significant rainfall at the site. This will allow <br /> ,collection of a"first flush" sample. <br /> • The method of collecting the surface water samples is not adequate. A means to collect and store <br /> f the surface water until samples can be collected is required. Surface water collection devices <br /> constructed of polyvinyl chloride or other suitable material should be installed below grade to <br /> F collect the surfacc.water flow. The collection devices shall he-large enough for all the sample <br /> volume that is required by the analytical method. If the upstream surface sampling location does <br /> not collect adequate water, additional sample collection stations shall be installed downstream. <br /> • The sample collection station locations are acceptable with the addition of a fifth station to be <br /> located near the intersection of Highway 580 and the surface drainage course. <br /> The workplan is approved on the condition that the above comments are addressed in an addendum <br /> letter. By 12 January 2001, Musco shall submit the following: <br /> • A statement on the revised sample collection schedule from quarterly to monthly as described <br /> above. <br /> • A drawing which presents the proposed construction details of the sample collection stations. <br /> • A revised Plate 2 which shows the fifth sample collection location. <br /> California Environmental Protection & enc <br /> �� Recycled Paper <br />
