The report was submitted in response to
the Regional Water Board's order to submit technical reports pursuant to California Water
Code Section 13267. The report was requested to address deficiencies in the Detection
Monitoring Program (DMP) in the vicinity of the Class II Surface Impoundments. Final
proposed groundwater well locations were agreed upon in a-meeting with Regional Water
Board staff and Musco on 14 September 2006.
It is staff's opinion that Musco and the Regional Water Board are in agreement that the
groundwater monitoring zone(s) at and around the class II surface impoundments need to be
defined. This will hopefully prevent future questions on what water zones need to be
monitored under detection monitoring program per Title 27 California Code of Regulations,
Division 2 (Title 27). Staff's overall objective of this drilling program is to install a sufficient
-- num-berrof-groL-mdwater-monitoring-wells-to-complywit-h-T-tle-27,Section.204-15(B)-:TStaff- _ - -
approves the work plan with the following conditions:
The work plan has specific maximum depth for drilling for the shallow wells that may not
be appropriate. The work plan describes that shallow well borings MW-19 and MW-21
will be drilled to a maximum depth of 70 feet below ground surface (bgs). Well MIN-20
will be drilled to an approximate depth of 70 feet bgs. The target depth of all shallow
wells is 70 feet bgs with a target screen interval of 50 to 70 feet bgs. The Discharger
shall instruct field staff that screening the full thickness of the water-bearing zone may
require drilling to a deeper depth below 70 feet bgs. However, based on the logs of
MW-12, MW-17, and MW-18 this zone is likely to terminate at approximately 70 feet
bgs. In any case the shallow borings should terminate above the gravel stratum
identified at an approximate depth of 80 to 82 feet bgs.
California Environmental Protection Agency
F
Qa Reo,cled Paper
WDID#56392059001
