Phase I Environmental Site Assessment <br /> 2329 East Vine Street, Stockton, CA- Page 1 GPI Environmental Management <br /> 1.0 INTRODUCTION <br /> 1.1 Purpose <br /> The purpose of this Phase I Environmental Site Assessment is to identify, to the extent feasible and pursuant to <br /> the processes described herein, recognized environmental conditions which exist at the subject property or <br /> which may affect the subject property from off-site locations. Recognized environmental conditions are defined <br /> as the presence or likely presence of regulated hazardous substances, wastes or petroleum products that <br /> indicate a release or material threat of a release to the soil or near-surface groundwater at 2329 East Vine Street <br /> (APN 141-195-23), Stockton, California(subject property). <br /> 1.2 Exceptions of Assessment <br /> This investigation specifically excludes definitive assessment of near-surface water quality parameters, radon <br /> gas, urea formaldehyde and urethane foam insulation which may be present at the subject property. Positive <br /> identification of these materials requires sampling and laboratory analysis that is beyond the present scope of <br /> services. <br /> 2.0 SCOPE OF WORK <br /> A Phase I Environmental Site Assessment of real property located at as 2329 East Vine Street (APN 141-195- <br /> 23), Stockton, California (subject property) was completed by GPI Environmental Management on 30 June ' <br /> 2005. Mr. Peter Almendinger, a CA Professional Geologist and Registered Environmental Assessor conducted a �3•l <br /> site reconnaissance on 21 June 2005. The site reconnaissance was performed to evaluate existing <br /> environmental conditions and operations at the subject and abutting properties. <br /> This investigation also involved interviewing state, county, and municipal representatives regarding the status <br /> and environmental conditions at known hazardous release sites; an on-site inspection of the subject property; <br /> and documentation of all findings in this report. This assessment was performed in conformance with the scope <br /> and limitations of ASTM Practice E 1527. <br /> 3.0 SITE DESCRIPTION <br /> 3.1 Location and Jurisdiction <br /> The subject property is located on the north side of East Vine Street between E and F Streets, east of the City 1 <br /> of Stockton as shown in Plates 1, 2, and 3. The subject property occupies approximately 11,250 square feet <br /> (0.25 acres) as shown in Plate 4 and is designated as APN 141-195-23. The subject property is within the <br /> " legal jurisdiction of the County of San Joaquin and the State of California. <br /> _ 3.2 Site and Vicinity Characteristics <br /> The subject property is in a low-density residential district characterized by single-story structures constructed <br /> between the 1930's and the present. The subject property is bounded to the south by East Vine Street and <br /> residential properties to the south, and to the north, east and west by additional residential properties and <br /> structures(see Appendix C -Plates C1 to C5, Photographs 2 to 14). <br /> Streets in the area are paved, two lane secondary roadway with curbs, gutters and lighting. Telephone, sewer <br /> and gas lines to the subject and adjacent properties are delivered through underground corridors along East <br /> Vine Street. Electrical service to adjacent properties is delivered on over-head electric transmission lines along <br /> the eastern and northern property boundary. <br /> The subject property occupies a flat lot and the surrounding topography slightly slopes towards the west with a <br /> ` gradient of 0.5% (5 feet of vertical drop per 1000 horizontal feet). The average elevation of the property is <br /> approximately 22 feet above mean sea level (msl). <br />
