Phase I Environmental Site Assessment <br /> 2329 East Vine Street, Stockton, CA- Page 13 GPI Environmental Management <br /> _ 6.0 CONCLUSIONS AND RECOMMENDATIONS <br /> Based on the information obtained during our investigation, GPI affirms that the subject property, is not presently <br /> used, nor has been used in the past since at least 1930 to generate, use, store and/or dispose of regulated /5 <br /> quantities of petroleum fuel products, agricultural chemicals and/or other regulated hazardous materials and C <br /> wastes. <br /> It is not anticipated that future operations at the subject property will involve the generation, use, storage and/or <br /> disposal of regulated quantities of petroleum fuel products, agricultural chemicals and/or other regulated <br /> hazardous materials and wastes. <br /> Historical documents indicate that the subject and adjacent properties have been occupied by single-family <br /> residential structures and have not been utilized for agricultural purposes since at least 1930. <br /> Based on the regulatory file review and historical information sources, adjacent and nearby properties in all <br /> directions within one-eighth mile radius of the subject property have not been historically utilized for activities /� ) <br /> associated with the generation, storage, handling, use or disposal of regulated quantities of petroleum and/or <br /> other hazardous materials or wastes. <br /> Based on EDR's regulatory database search, there are nine current and/or formerly Leaking Underground <br /> Storage Tank site was identified within a one-half mile radius of the subject property on the State Water <br /> Resources Control Board's Leaking Underground Storage Tank Incident Report database list. Two of the nine <br /> sites are located within a one-quarter mile radius of the subject property.The nearest identified sites included Gill <br /> Roofing(1219 N Filbert Street, 1/8-1/4 mi)and Ragu Foods (1147 D Street, 1/8-1/4 mi). <br /> Both sites have been issued a"No Further Action"(NFA) letter by the San Joaquin County Environmental Health <br /> Department and the Central Valley Regional Water Quality Control Board pursuant to the conditions of Section <br /> 25296.10 of the California Health and Safety Code, which applies only to releases of petroleum hydrocarbons <br /> associated with Underground Storage Tank systems. Based on regulatory information, previous subsurface <br /> soil/groundwater contamination at these sites was restricted to the property boundaries. <br /> Based on available regulatory agency information, it does not appear that currently and/or in the past that these <br /> sites listed above pose an environmental threat and/or liability to the subject property based on distance and/or(5,, <br /> contamination being restricted to near-surface soils adjacent to the former underground storage tanks. <br /> There are no additional former and/or current permitted underground storage tank sites located within a one-half <br /> mile radius of the subject property. There are no identified large/small RCRA generators within one-quarter mile <br /> of the subject property. <br /> No structures are present on the subject property, thus no suspect asbestos-containing building materials and/or <br /> lead-based/containing building materials are present. <br /> Based on our review of geologic and geo-hazard maps, it appears that no adverse soil and/or geologic <br /> conditions exist within the subject property boundaries. <br /> The subject property is not mapped within an Alquist-Priolo Earthquake Fault Zone. The subject property has <br /> been identified within an area of low amplification shaking and seismic hazard by the California Geological and <br /> US Geological Surveys. <br /> No indications of existing on-site drain inlets, sumps, injection wells, drywells, pits, clarifiers, or disposal wells <br /> were observed at the subject property. <br /> Based on our review of the most recent FEMA Flood Insurance Rate Map for the subject property, the subject <br /> property is not in a 100-year flood zone hazard area. <br /> There is no reconnaissance evidence of underground tanks,filler caps and/or vent pipes observed at the subject <br /> and adjacent properties. <br /> GPI advises that additional environmental investigation of this property is not warranted at this time. There is no <br /> historical or current documented evidence of improper handling, storage, spillage and/or disposal of regulated <br /> quantities of petroleum fuel products, agricultural chemicals, and/or other regulated hazardous materials and <br /> wastes at the subject and adjacent properties that would materially impact soil/groundwater at the subject <br /> " property. <br />
