If an intersection is <br /> currently below LOS "C," any increase in delay from project-generated traffic must be <br /> analyzed and mitigated. The LOS for operating State highway facilities is based upon <br /> measures of effectiveness (MOE) (see Appendix "C-2" of the Guide). If an existing <br /> State highway facility is operating at less than this target LOS, the existing MOE <br /> should be maintained. <br /> • The Department recommends that the Lead Agency encourage the developer to submit <br /> a scope of work for conducting the TIS prior to circulating the local development <br /> application for comment in order to expedite the Department's review. This will <br /> insure that the TIS submitted follows the Department's guidelines as stated in the <br /> Caltrans Guide for the Preparation of Trajfc Impact Studies, dated December 2002 <br /> (TIS guide). The TIS guide is available online at the following web address: <br /> httpJ/www.dot.ca.gov/hq/tpp/Planning_tools/tools.htm. <br /> • This proposed development may not create a major impact on SR-1-5 when considered <br /> by itself. However, when combined with the cumulative impacts of other existing and <br /> proposed development in this area, the resulting traffic will contribute to the <br /> significant congestion forecasted to the SR-1-5 mainline and at the Downing Avenue <br /> Interchange of SR-I-5/ Downing Avenue. Therefore, the Department recommends the <br /> collection of impact fees on a "Fair Share"basis for future improvements to these <br /> facilities. <br /> • <br /> We suggest that the county continue to coordinate and consult with the Department to <br /> identify and address potential cumulative transportation impacts that may occur from <br /> this project and other developments near this geographical location. This will assist us <br /> in ensuring that traffic safety and quality standards are maintained for the traveling <br /> public on existing and future state transportation facilities. <br /> "Cal►ram improves mubilily Across California" <br />
