I explained to you. that <br /> Mr. Coulter is a serious nuisance in `�that he trespasses on my <br /> property at 11313 West Walnut Grove Road, Thornton, . <br /> California. He illegally stores his boat business related <br /> equipment on the two acre property adjoining mine to the <br /> West. For close to two years I have reported his violations <br /> to Mr. Swesso of the enforcement division. Mr. Swesso <br /> acknowledges the fact that Mr. Coulter is violating county <br /> regulations, but he explains to me that sanctions are not <br /> enforced because of manpower reductions in his department. I <br /> also explained to you that Mr. Coulter's trespassing has <br /> contributed to my having to incur legal and court costs plus <br /> the cost of installing gates and fences to keep Mr. Coulter <br /> from trespassing over my road and property to access my <br /> neighbor's acreage, which is not land locked. It has been <br /> explained to you that because of Mr. Coulter's and my ., <br /> neighbor's nephew's disregard of my rights, I have been <br /> forced to spend approximately $5,000:00. You told me that <br /> you were to be in the area and you would look at the <br /> situation, which apparently you have'-not done. <br /> Shortly after May 25, 1994 , I explained to you my concern <br /> that I missed my opportunity to submit a "letter of <br /> explanation" regarding my concerns. I explained to you that <br /> I missed the "dead line" of May 18,1994 because I have had <br /> extremely pressing work demands of late and that my time and <br /> energy is depleted due to work and finalizing the. remodel on <br /> my property. I expressed my amazement at the fact that your <br /> committee is recommending approval of Mr. Coulter's <br /> application in view of his continuing violations. I also <br /> expressed my displeasure with the fact that the county does <br /> not take the initiative to investigate the entire situation <br /> first hand. I explained that I do not like being put in a <br /> situation where I have to confront an obvious problem and <br /> possibly becoming a victim of retaliation, which has occurred <br /> in the past when I sought legal recourse. <br /> During our previous discussions and on a third discussion I <br /> explained that not only does Mr. Coulter's activities .force <br />
