Item No. 5 <br /> PC: 6-15-89 <br /> UP-89-23 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The applicant ' s c_iginal application proposed to board a maximum <br /> of 30 horses and included riding paths throughout the northern 12 <br /> acres of the 15-acre parcel . At the Development Committee <br /> meeting on May 24, 1989, the applicant was advised of public <br /> opposition that had been received to date and of staff ' s proposed <br /> Conditions of Approval . As a result , the applicant submitted a <br /> revised site plan that eliminated the riding paths and incor- <br /> porated other comments and changes which are outlined in the <br /> remainder of the staff report . The revised site plan also con- <br /> tains an additional ( third) row ct stalls on the proposed covered <br /> arena, reflecting the applicant ' s desire to expand future develop- <br /> ment plans. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The subject property is designated Agriculture on the General <br /> Plan, and the accompanying zoning is AL-10 (Limited <br /> Agriculture, 10-acre minimum parcel size) . The Planning Title <br /> permits a commercial stable , subject to an approved Use Permit <br /> application. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic/Circulation: <br /> The proposed development is not expected to generate a signifi- <br /> cant amount of traffic on Waterloo Road. The application indi- <br /> cates that only five customers are expected each day, and just <br /> one employee will be working on the site. The width and loca- <br /> tion of the driveway, as well as the location of the parking <br /> area, reflect comments made by the California Department of <br /> Transportation and the Department of Public Works regarding the <br /> original driveway ' s proximity to Waterloo Road. The site plan <br /> contains parking for nine autos and nine horse trailers. The <br /> design of the parking area does not , however, provide adequate <br /> circulation and turnaround areas for vehicles that are pulling <br /> trailers. As an added Condition of Approval , the applicant <br /> will be required to redesign the parking lot . <br /> Land Use: <br /> The site is surrounded by agricultural uses (orchards and row <br /> crops) on three sides and public educational facilities and <br />
