It is the presence of the Linden School District and County Office of Education faci- lities and scattered residences to the east that is the source of much of the public controversy that has been generated by this proposal . Specific concerns identified include ( 1 ) the creation of dust, ( 2 ) odors associated with manure, and (3 ) flies generated from that manure . The proposed expansion of an existing private stable into a commercial stable will not be detrimental to adjacent parcels or individuals on those parcels if the attached Conditions of Approval are placed on the project and adhered to as indicated. The following comments are presented in response to the above- noted concerns : 1 . In response to neighbors ' concerns, the applicant has eli- minated the riding paths that were originally proposed for the northern 12 acres of this parcel . Planning staff has also recommended that , as a Condition of Approval , all maneuvering, parking, and driving areas be chip sealed to `r eliminate dust problems . 2 . As stated in the applicant ' s supplemental project descrip- tion (see Attachment A) , no manure will be stockpiled on- site, except for the amount placed in the manure spreader during one day. This daily accumulation will then be thinly spread on a portion of the northern 12 acres of the property. It will then be disced after it has dried. The discing will also serve to control the growth of weeds. 3 . The applicant has included a Fly Control Plan in the supplemental project description, which includes the proper handling and disposal of manure, surface spraying around stalls, and the installation of an automatic spray system. ENVIRONMENTAL CONSIDERATIONS : An Initial Study was prepared on May 26, 1989 , and no potentially significant environmental impacts were noted. Based upon the Initial Study, a Negative Declaration was prepared.
