It is the presence of <br /> the Linden School District and County Office of Education faci- <br /> lities and scattered residences to the east that is the source <br /> of much of the public controversy that has been generated by <br /> this proposal . Specific concerns identified include ( 1 ) the <br /> creation of dust, ( 2 ) odors associated with manure, and (3 ) <br /> flies generated from that manure . <br /> The proposed expansion of an existing private stable into a <br /> commercial stable will not be detrimental to adjacent parcels <br /> or individuals on those parcels if the attached Conditions of <br /> Approval are placed on the project and adhered to as indicated. <br /> The following comments are presented in response to the above- <br /> noted concerns : <br /> 1 . In response to neighbors ' concerns, the applicant has eli- <br /> minated the riding paths that were originally proposed for <br /> the northern 12 acres of this parcel . Planning staff has <br /> also recommended that , as a Condition of Approval , all <br /> maneuvering, parking, and driving areas be chip sealed to <br /> `r eliminate dust problems . <br /> 2 . As stated in the applicant ' s supplemental project descrip- <br /> tion (see Attachment A) , no manure will be stockpiled on- <br /> site, except for the amount placed in the manure spreader <br /> during one day. This daily accumulation will then be <br /> thinly spread on a portion of the northern 12 acres of the <br /> property. It will then be disced after it has dried. The <br /> discing will also serve to control the growth of weeds. <br /> 3 . The applicant has included a Fly Control Plan in the <br /> supplemental project description, which includes the proper <br /> handling and disposal of manure, surface spraying around <br /> stalls, and the installation of an automatic spray system. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Initial Study was prepared on May 26, 1989 , and no potentially <br /> significant environmental impacts were noted. Based upon the <br /> Initial Study, a Negative Declaration was prepared. <br />
