i <br /> SAN JOAQUIN COUNTY <br /> COMMUNITY DEVELOPMENT DEPARTMENT <br /> •'` '• 1810 E.HAZEL TON AVE.,STOCKTON,CA 95295-8232 <br /> aRi+ PHONE:2091468-3121 FAX:2091488-3163 <br /> July 20, 2006 <br /> MEMORANDUM <br /> TO: Development Committee <br /> &, <br /> FROM: Mo Hatef, Assistant Planner <br /> SUBJECT: MAJOR SUBDIVISION PRE-APPLICATION PA-0600353 KARNAIL SANDHU <br /> ETAL (CIO TRIPLE E SURVEYING & DEVELOPMENT) <br /> (APN: 255-180-15)(ADDRESS: 34701 SOUTH WELTY ROAD, TRACY) <br /> The applicant has submitted the above referenced Major Subdivision pre-application to <br /> subdivide an existing 36.90- acre parcel into eighteen (18) residential lots of approximately 2 <br /> acres each. <br /> The project site is located at the southwest corner of Vernalis Road and Welty Road, southeast <br /> of Tracy-Vernalis. <br /> The property has a General Plan designation of RIR (Rural Residential) and is zoned R-R <br /> (Rural Residential). <br /> The Community Development Department has reviewed the pre-application for PA-0600353 <br /> and offers the following comments: <br /> Backaround <br /> A previous Major Subdivision application SU-89-0008 for APN: 255-180-15 was approved by <br /> the Planning Commission on October 4, 1990 to subdivide the proposed parcel into 43 <br /> residential lots of 30,000 square feet each with a vesting tentative map. An EIR was prepared <br /> for the project and a significant impact was identified regarding the proximity of development to <br /> the existing Western Farm Services facility, which produces chemicals. The only mitigation <br /> identified for this impact was closure of the facility. The application's original date of expiration <br /> of October 15, 1993, was automatically extended by two years as a result of Senate Bill 428. <br /> The new expiration date became October 15, 1995. On February 2, 1992 the Planning <br /> Commission approved a Revision of Approved Actions application to modify Conditions of <br /> Approval from the U.S. Fish and Wildlife Service. A second Time Extension application for three <br /> years was submitted but only two years were granted by the Planning Commission on <br /> December 7, 1995, extending the expiration date to October 15, 1997. A third time extension for <br /> one year was granted under Assembly Bill 771, extending the operation date to October 15, <br /> 1 <br />
