UP-99-0014 OF THE HOME CHURCH (C/O PASTOR TIM <br /> POLLACK) (APN: 059-070-01) (ADDRESS: 11451 N WEST LANE, LODI) <br /> The applicant has submitted the above referenced Revisions of Approved Actions <br /> Application for Use Permit Application No. UP-99-0014 to extend the phasing for an <br /> additional eight years for a previously approved regional church facility that consists of a <br /> fellowship hall of 975 seats, staff housing, and a storage and maintenance building. The <br /> current phasing expiration date for the project is December 14, 2007. If the proposed <br /> project is approved, the new phasing expiration date would be December 14, 2015. The <br /> property is zoned AG-40 (General Agriculture, 40-acre minimum) and the General Plan <br /> Designation is A/G (General Agriculture). <br /> The project site is located on the west side of N. West Lane, 3900 feet north of Eight <br /> Mile Road, north of Stockton. The surrounding land uses include single family <br /> residences, detached accessory buildings, and agricultural operations. <br /> The Community Development Department has reviewed the proposed Revisions of <br /> Approved Actions Application and offers the following comments: <br /> Background <br /> In June of 1999, the applicant submitted Use Permit Application No. UP-99-0014 for a <br /> regional church facility that consisted of a fellowship hall of 975 seats, a K-12 private <br /> school, a women's shelter, staff housing, a maintenance building, and athletic fields. <br /> However, in October of 1999, the Planning Commission denied the Use Permit <br /> Application on the inability to make finding No. 5 in the affirmative. Finding No.5 stales, <br /> "The use is compatible with adjoining land uses." On appeal, in December of 1999, the <br /> San Joaquin County Board of Supervisors omitted the religious day school and women's <br /> shelter and approved Use Permit Application No. UP-99-0014. <br />
