d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at time of building permit application. The fee currently is $1215.00 per 1000 gross <br /> square feet of building designated as Service Commercial in the Lodi area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as <br /> published by the Engineering News Record. (Resolution R-00-433) <br /> e. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> NOTES: Any construction activity that results in the disturbance of at lease one acre of soil shall <br /> require a State NPDES construction permit. No future driveways shall be allowed onto West Lane. <br /> Adequate stopping distance shall be maintained from UPRR tracks. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Raymond Borges, 468-3284) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study, <br /> incorporating the number of parishioners and visitors usage, which indicates that the area is <br /> suitable for septic tank usage. This must be performed prior to issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A review fee of$465.00 must be paid at the time of <br /> submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates prior to issuance of building permits. Samples are to be taken and analyzed by a <br /> State approved laboratory (Development Title Section 9-1115.7) <br /> c. State on revised site plans the maximum number of parishioners and visitors the sewage disposal <br /> system is being designed for. In addition, show on revised plans that the leach field area will be <br /> barricaded so that it cannot be driven over, parked on, or used as a storage area. This leach field <br /> area must be used for that specific purpose only, and it cannot contain any underground utility <br /> lines (Development Title Section 9-1110.4[c][5]). In addition, the revised site plan shall <br /> incorporate the 100 percent designed sewage disposal replacement area. <br /> NOTE: The site plan shall incorporate the recently installed septic system and replacement area <br /> for the existing home (see permit#SR0038262, dated June 8, 2004). <br /> d. Construct a water well under permit and inspection by the Environmental Health Department prior <br /> to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per <br /> year, or the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Department (Development Title Sections 9- <br /> 1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> Conditions of Approval -4 - PA-0400268 <br />
