Noise <br /> The site plan shows the building setback 40 feet from the front property line of APN 228- <br /> 170-38. Pursuant to Development Title Table 9-1025.9, the Religious Assembly use type <br /> is a noise sensitive land use. The Noise Contour Map indicates that 97 feet of the <br /> southern boundary of the project site lies within the sixty-five decibel (65 dB) noise <br /> contour of E. West Ripon Road (General Plan Table IIID-4B. Volume III, page IIID-26). <br /> A noise study will be required to determine possible mitigation measures for any <br /> transportation noise source impacts to the project site unless the building is relocated <br /> outside the noise contour. <br /> The applicant shall relocate the building site outside of the noise contour on a revised <br /> site plan or submit a noise study to ascertain noise impacts and any possible mitigation <br /> measures. <br /> Council of Governments <br /> San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP) and this project is subject to the plan. <br /> Participation in the SJMSCP satisfies requirements of both the state and federal <br /> endangered species acts, and ensures that the impacts are mitigated below a level of <br /> significance in compliance with the California Environmental Quality Act (CEQA). District Rule 9510 is intended to mitigate a <br /> projects impact on air quality through project design elements or by payment of <br /> applicable off-site mitigation fees. Any applicant subject to District Rule 9510 is required <br /> to submit an Air Impact Assessment (AIA) application to the District no later than <br /> applying for final discretionary approval, and to pay any applicable off-site mitigation fees <br /> before issuance of the first building permit. It is recommended that the applicant contact <br /> the Air Pollution Control District staff as early as possible regarding District Rule 9510. <br /> Traffic Study and Initial Study <br /> The Initial Study will be prepared and circulated once the Department of Public Works <br /> determines if a traffic study is required and the noise issue has been resolved.
