Pursuant to Development Title Table 9-1015.3(b), the Religious Assembly - Community <br /> Use Type requires 0.33 parking spaces per seat. Therefore, a minimum of one hundred <br /> seventeen (117) parking spaces shall be provided, including five (5) accessible spaces, <br /> one (1) of which shall be van accessible. Pursuant to Development Title Section <br /> 9-1015.5(b)(1), each parking stall shall be an unobstructed rectangle, minimum of nine <br /> (9) feet wide by twenty (20) feet tong, except for parallel stalls, which must be nine (9) <br /> feet wide by twenty six (26) feet long. Pursuant to Development Title Section <br /> 9-1015.5(c), each compact parking stall shall be an unobstructed rectangle, minimum of <br /> seven and a half (7 1/2) feet wide by sixteen (16) feet long and make up no more than <br /> 25% of the total parking spaces. The proposed project and parking design meet the <br /> Development Title requirements for parking. <br /> Screening <br /> The site plan depicts a six (6) foot masonry wall along the western property line. The <br /> parcels to the north, east, and west of the subject parcel have a General Plan <br /> designation of A/UR (Agriculture-Urban Reserve) and are zoned AU-20 (Agriculture- <br /> Urban Reserve, 20-acre minimum), and contain residences. <br /> Development Title Section 9-1022.4(d) states when a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, a solid masonry wall six (6) feet to seven (7) feet in height shall be <br /> erected along the abutting property line. Additionally, Development Title Section 9- <br /> 1020.5(e) requires parking areas abutting a residential zone, an area shown on the <br /> General Plan for residential use, or an existing residential use, to be screened with a <br /> solid masonry wall six (6) to seven (7) feet in height along the abutting property line. A <br /> five (5) foot planting strip shall also be installed adjacent to the wall and the parking <br /> area. <br /> As a result, a solid masonry wall six (6) to seven (7) feet in height would be required as a <br /> condition of approval along the northern, eastern, and western property lines with a five <br /> (5) foot planting strip along the western wall and parking area. Development Title <br /> Section 9-1022.6 allows the Community Development Department to modify the <br /> screening requirements if it is demonstrated that an alternative to said requirements <br /> would meet the intent of the chapter and result in an equal or greater amount of <br /> screening. <br /> The screening requirements for the proposed project must be shown on a revised site plan <br /> or the applicant will need to submit a letter requesting a modification to this requirement. <br /> Landscaping <br /> The site plan depicts a ten (10) foot wide landscaping strip along E. West Ripon Road and <br /> landscaping throughout the parking area with thirty two (32) trees. <br /> Pursuant to Development Title Section 9-1020.7, a minimum ten (10) foot wide <br /> landscaped strip respecting the ultimate right-of-way of E. West Ripon Road, shall be <br /> installed across the frontage of the project site. Pursuant to Development Title Section <br /> 9-1020.5, the parking area shall be landscaped and be provided with a minimum of five <br /> percent (5%) of landscaping within the perimeter of the parking area. Twenty eight (28) <br /> trees shall be planted, evenly spaced throughout the parking lot. The proposed project <br /> and landscaping design meet the Development Title requirements for landscaping. <br /> 2 <br />
