3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Ted Tasiopoulos, 209-953-7698) <br /> a. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permit. (San Joaquin County Development Title, Section 9-1105.2(d)). A review <br /> fee of$625 must be paid at time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each <br /> parcel. A permit fee of$125 per percolation hole is required. <br /> b. Submit to the Environmental Health Department revised site plans showing the maximum number of <br /> persons the sewage disposal system is being designed for. In addition, show on revised plans that <br /> the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage <br /> area. This leach field area must be used for that specific purpose only, and it cannot contain any <br /> underground utility lines(San Joaquin County Development Title, Section 9-1110.4(c)(5)). <br /> In addition, the revised site plan shall incorporate the 100% designed sewage disposal replacement <br /> area. <br /> c. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, Section 9-1110.3 <br /> &9-1110.4). <br /> d. Construct a water well under permit and inspection of the Environmental Health Department prior to <br /> occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per year, <br /> or the number of service connections exceed four, a yearly permit to operate a public water system <br /> will be required by the Environmental Health Department (San Joaquin County Development Title, <br /> Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 through 116570. <br /> NOTE <br /> Applicant shall contact Rodney Estrada, Program Coordinator, Registered Environmental Health <br /> Specialist, at (209) 468-0331, to determine if the existing well can be permitted as a public water <br /> system prior to final occupancy. <br /> e. Destroy the abandoned well(s) under permit and inspection by the Environmental Health Department <br /> as required by San Joaquin County Development Title, Section 9-1115.5(e). <br /> f. Open, pump, and backfill the septic tank, seepage pit or excavation under permit and inspection by <br /> the Environmental Health Department (San Joaquin County Development Title, Section 9-1110.3 & <br /> 9-1110.4). <br /> g. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> PA-1300173 Conditions of Approval 6 <br />
