San Joaquin Valley
Unified Air Pollution Control District
March 14, 1994
Chandler Martin
San Joaquin County
Community Development Department 71994
1810 East Hazelton Avenue UMMUr+i( ucvwr<,r<: Ii'i.
Stockton, CA 95205
PLANNIN6 J("iS1ON
SUBJECT: A SITE APPROVAL APPLICATION TO EXPAND AN EXISTING AUTO
REPAIR FACILITY BY 2589 SQUARE FEET. (SA-94-9)
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has
reviewed the project referenced above and offers the following comments:
San Joaquin Valley's air quality has been designated nonattainment by the EPA and
the California Air Resources Board for the following pollutants, PM10 (fine particulate
matter) and 03 (ozone). The California Clean Air Act (AB2595), requires areas that are
designated nonattainment to reduce emissions 5% annually until standards are met.
The SJVUAPCD suggests that the project applicant take all feasible measures to
reduce the amount of dust (fine particulate matter-PM,o) and ozone precursors
(Reactive Organic Gases (ROG), and Oxides of Nitrogen (NO2, NO.) that will result
from construction of this project. Specifically, the District suggests that the following
Mitigation Measures be included as part of project approval:
• All material excavated, graded or otherwise disturbed should be sufficiently
watered to prevent excessive amounts of dust. Watering should occur at least
twice daily with complete coverage, preferably in the late morning and after
work is done for the day.
• All clearing, grading, earth moving, or excavation activities should cease when
wind speeds are equal to or greater than 20 mph.
• On-site vehicle speed should be limited to 15 mph.
David L Crow
6xecudve DirectorlAir Pollution Contra!Ojflcer
1999 udu,pe Sum SvIe 200•Frear..CA 93721•(209)971000•FAX L2091233-2057
Northern Region Central Region Southern Region
"301e•rar.A,erue Sone+30•MWege.CA 9535fi 1999 Tuaumre Sere Suae2 ,Freerp.CA 93721 27M M Sven.Syne 275.6.M sal.CA 93301
2^.81 5-:'OCC•Fa.2C9)545 8642 (209)497 TOGO•Fax(209)2332057 (805)8613682•Fax X805)8612060
®Prnlep m FeMlee Paper
