Key Plan Strategies (Volume I, III. The County General Plan Concept, p. III-3) <br /> 2. LOCATION OF URBAN DEVELOPMENT <br /> In the areas not planned as urban communities, urban development is planned only <br /> to occur in designated Freeway Service areas, Commercial Recreation areas, Truck <br /> Terminal areas, and as an expansion of existing industrial areas. <br /> The proposed project is inconsistent with this General Plan Policy because the location <br /> of the parcels is not in a Freeway Service area, Commercial Recreation area, or Truck <br /> Terminal area. Although there is an existing industrial area adjacent northwest to the <br /> proposed project, that area has a conditional zoning designation of I-L/S-10, which was <br /> approved by the Board of Supervisors on December 12, 1993 (GP-93-7, ZR-93-6). This <br /> Zone Reclassification approval was based on the properties containing existing industrial <br /> uses. The conditional zoning requirements are: <br /> • Any new development projects on the parcels shall be served by public water, <br /> wastewater treatment, and drainage systems. (Except APN 013-210-51 per PA- <br /> 02-442) <br /> • Any new or expanded industrial use shall require documentation of no increased <br /> demand upon the water supply available as of April 2, 1991, in accordance with <br /> the intent of County Water Policy R-91-973. <br /> Industrial Development (Volume I, IV. Community Development, p.IV-30-32) <br /> • Development and Locational criteria: Limited Industrial areas shall: <br /> (D) be located in areas served by, or planned to be served by, a wastewater <br /> treatment plant, a public water system, and a drainage system, all of which shall be <br /> public, unless only one parcel is involved. <br /> The proposed project is inconsistent with this General Plan Policy because the Public <br /> Works Department has stated that there are no public services available for these <br /> parcels. <br /> Agricultural Lands (Volume I, VI. Resources, p. VI-12-13) <br /> • Preservation of Agricultural Lands/Compatible Uses <br /> 7. There shall be no further fragmentation of land designated for agricultural use, <br /> except in the following cases: <br /> (a) Parcels for homesites may be created, provided that the General <br /> Plan density is not exceeded <br /> (b) A parcel may net be created for the purpose of separating existing <br /> dwellings on a lot, provided the Development Title regulations are <br /> met. <br /> (c) A parcel may be created for a use granted by permit in the A-G <br /> zone, provided that conflicts with surrounding agricultural operations <br /> are mitigated. <br />
