The City of Lodi has <br /> reviewed the application description and has the following comments: <br /> Agricultural land conversion <br /> The City of Lodi has a number of concerns about the Douglas request to rezone two <br /> parcels of land from AG-40 (General Agriculture) to Industrial Park. First, this proposal <br /> would be in direct conflict with S.J. County's stated position regarding the loss of <br /> agricultural land. The properties are located in a rural area,bordered by other <br /> agriculturally zoned land. The conversion of these properties to an industrial park will <br /> remove the land from further agricultural production. Further, the conversion will also <br /> impact adjacent farmland and jeopardize their future use for agricultural production. <br /> The City is concerned about the conversion of agricultural land and potential mitigation <br /> measures. How will the County mitigate for the loss of farmland? We would like to see a <br /> list of specific mitigation measures proposed for this project to mitigate for the loss of <br /> these agricultural parcels. <br /> Land Use Issues <br /> The development of an industrial park in this location is not good planning practice. Not <br /> only is this area designated as Agriculture in the San Joaquin County General Plan, it is <br /> not within any County service area. We know of no present or future plans by the County <br /> to provide public water, sanitary sewage or storm drainage to this area. Sheriff and fire . <br /> protection, while available, are geared to a rural/agricultural.level of service. This area <br /> already has issues with ground water quality and localized storm water flooding, which <br /> will be further impacted by the proposed project. <br />
