• NEGATIVE DECLARATION <br /> GENERAL WASTE DISCHARGE REQUIREMENTS (WDRs) <br /> FOR DISCHARGES TO LAND <br /> FROM SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> I. Protect Location <br /> These WDRs would be applicable throughout the State of California. <br /> if. Project Description <br /> The proposed project is the discharge to land of wastewater from domestic wastewater <br /> treatment and disposal systems with a maximum average daily flow of 20,000 gallons <br /> or less (small domestic systems). In order to fulfill the requirements of the California <br /> Environmental Quality Act (CEQA), the State Water Resources Control Board <br /> (SWRCB) has prepared an assessment of the potential impacts associated with the <br /> regulated disposal of wastewater to land from new small domestic systems. The <br /> regulation of waste discharges from existing small domestic systems is exempt from <br /> CEQA because these systems qualify for either an ongoing project or existing project <br /> exemption. See California Code of Regulations (CCR), Title 14, Sections 15261 and <br /> 15301. <br /> The SWRCB has drafted general WDRs for the discharge to land from small domestic <br /> systems. Each Regional Water Quality Control Board (RWQCB) has its own waiver <br /> policies and conditions. Any discharger currently under a waiver from the RWQCB <br /> does not need to apply for coverage under these general WDRs. The RWQCBs <br /> generally do not regulate discharges from single family residences. Such discharges <br /> are usually covered under the RWQCB's waiver policy. <br /> Under the Water Code, the SWRCB and RWQCBs may adopt general WDRs for a <br /> category of discharges if the SWRCB or RWQCB finds that certain criteria apply to the_ <br /> discharges. These are: <br /> 1. The discharges are produced by the same or similar operations. <br /> 2. The discharges involve the same or similar types of waste. <br /> 3. The discharges require the same or similar treatment standards. <br /> 4. The discharges are more appropriately regulated under <br /> general WDRs than individual discharge requirements. <br /> [See California Water Code Section 13263(i)]. <br /> • <br />
