The discharge to land from small domestic systems satisfies all of these criteria: <br /> 1. The discharges are produced by the same or similar operations. <br /> All of the discharges are from small domestic systems which are defined as any <br /> domestic wastewater treatment system which discharges a maximum average <br /> daily flow of 20,000 gallons per day or less. <br /> 2. The discharges involve the same or similar types of waste. <br /> All waste from these facilities is domestic wastewater. <br /> 3. The discharges require the same or similar treatment standards. <br /> The treatment standards for septic tanks and for activated sludge operations are <br /> similar in nature and require the wastewater to be treated to a point where a <br /> "nuisance" or "pollution" is not created. <br /> 4. The discharges are more appropriately regulated under general WDRs than <br /> individual discharge requirements. <br /> The development of general WDRs is proposed in order to provide consistency <br /> throughout the RWQCBs and to save time and resources in the regulation of the <br /> above mentioned discharges. General WDRs can ensure that adequate <br /> protection is given to public health and safety and the environment. <br /> The proposed general WDR contains provisions and requirements that will protect the <br /> beneficial uses of the underlying ground waters of the State by setting specifications for <br /> the various types of activities associated with domestic wastewater treatment and <br /> disposal. <br /> III. Findings <br /> The discharge of waste from small domestic systems poses a potential significant <br /> environmental risk to ground water quality and public health. The general WDRs, <br /> however, contain requirements and provisions which will mitigate these potential risks <br /> to a level of insignificance. Any new facilities would have to meet any applicable criteria <br /> in the appropriate RWQCB's water quality control plan (Basin Pian) for the protection of <br /> beneficial uses, as well as the requirements of this Order. In addition, the size of the <br /> systems proposed for coverage under the general WDRs will limit the threat to the <br /> . environment due to the small flows (maximum average daily flow of 20,000 gallons per <br />
