The Environmental Health Department provides oversight for the investigation and
cleanup of the petroleum hydrocarbon contamination from the underground storage
tanks previously operated on APN 9017-090-36. Currently, groundwater sample
results from the monitoring wells installed on APN #017-090-35 have shown that
groundwater on this parcel has been impacted with petroleum hydrocarbons. In
addition, groundwater monitoring for salt contamination is still being performed with
oversight of the California Regional Water Quality Control Board for the Victor Fine
Foods site (APN #017-090-51) from past manufacturing operations.
The site currently has abandoned an agricultural well and a well with a 1000-gallon+
hydromatic tank that was previously used for Mokelumne River School. Significant
research will need to be done to determine a single source or several sources of
drinking water that can be provided to meet the needs of any proposed development
without exacerbating the localized groundwater contamination issue.
B. This application refers to rezone to Industrial Zones, which will require the applicant
to better determine which industrial zone is proposed here. The reference to custom
manufacturing, gasoline sales, construction services, and planning a business park
may best be suited for a public wastewater treatment system. The project shall be
served by a public sewer collection and treatment system constructed in conformance
with the requirements of the San Joaquin County Environmental Health Department
and the Department of Public Works. A waste water treatment plant study acceptable
to the Department of Public Works and San Joaquin County Environmental Health
Department is required prior to the approval of the improvement plans of any work
within the site (San Joaquin County Development Title, Section 9-1105.2).
