-2- <br /> REASON FOR RECOMMENDATION: <br /> On August 22, 2007, the applicant submitted to the San Joaquin County Environmental <br /> Health Department(EHD)a preliminary process design report for a waste water <br /> treatment plant for the proposed project. In a letter dated September 4, 2007, the EHD <br /> states the following: <br /> The preliminary process design report for the Wine Cup Motor Coach Resort <br /> (title of project)Waste Water Treatment Plant has been reviewed by the EHD <br /> and has been determined to be acceptable at this stage of the application. The <br /> following issues shall be addressed in the final design report and approved <br /> prior to issuance of the liquid waste permit for the installation of the waste <br /> water treatment plant: <br /> (1) The final design shall be approved by the California Regional Water Quality <br /> Control Board (CRWQCB)prior to issuance of the liquid waste permit by the <br /> Environmental Health Department(EHD) and shall be demonstrated by <br /> issuance of a letter from the approving agency per Water Quality Order No. <br /> 97-10-DWQ. <br /> (2) Monitoring Reports shall be submitted according to California Regional <br /> Water Quality Control Board's General Monitoring and Reporting Program <br /> No. 97-10-DWO for General Waste Discharge Requirements (WDRs)for <br /> Small Domestic Waste Systems, including Recreational Vehicle (RV) Waste <br /> Monitoring. <br /> (3) The applicant shall provide the Environmental Health Department (EHD) <br /> with the name and or facility that will be responsible for operations, <br /> maintenance and monitoring for lab analyses prior to issuance of a liquid <br /> waste permit by EHD. <br /> (4) The applicant shall provide EHD with written approval from the serving entity <br /> that will accept the proposed waste (sludge)to be hauled off-site prior to <br /> issuance of building permits(s) and /or final occupancy approval. <br /> A legal ad for the public hearing was published in the Stockton Record on September 28, <br /> 2007 and public hearing notices were mailed. <br />
