The proponent must submit a Notice of Intent(NOI) to comply with the permit to the State Water <br /> Resources Control Board, and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br /> c. Because construction associated with the project will disturb more than one acre or is part of a larger <br /> common plan of development that encompasses one acre, the property owner must obtain permit <br /> coverage under the National Pollutant Discharge Elimination System (NPDES)General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before <br /> construction begins, the proponent must submit a NOI to comply with the permit to the State Water <br /> Resources Control Board, and a SWPPP must be prepared. <br /> 5. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Erin Stickler, 468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP) and is located within the unmapped land use area. Per requirements of the <br /> SFMSCP, unmapped projects are subject to case-by-case review. This can be a 90-day process, <br /> and it is recommended that the project applicant contact SMJSCP staff as early as possible. After <br /> this project is approved by the Habitat Technical Advisory Committee and the SJCOG Board, the <br /> following process must occur to participate in the SJMSCP: <br /> (1) Schedule a SJMSCP Biologist to perform a pre-construction survey prior to any ground <br /> disturbance. <br /> (2) Sign and return Incidental Take Minimization Measures to SMJSCP staff(given to project <br /> applicant after the pre-construction survey is completed). <br /> (3) Pay the appropriate fee based on SJMSCP findings. <br /> (4) Receive the Certificate of Payment to release the required permit. <br /> San Joaquin County PA-0500531\Douglas, Greenmyer <br /> Community Development Page 11 <br />
