Screening <br /> The project site is surrounded by a mobile home park and residences to the north, a <br /> school to the south, and residences and agricultural land to the east. The applicant has <br /> proposed to build an eight (8) foot high masonry wall around the perimeter of the project. <br /> Development Title Section 9-1022.4[d][1] states that a masonry wall erected along the <br /> perimeter of the property shall be six (6) to seven (7) feet in height. The masonry wall <br /> will need to be reduced to a maximum of seven (7) feet in height. <br /> Parking <br /> Development Title Section 9-1040.3 states that there will be one parking space provided <br /> for each recreational vehicle. The applicant is proposing 147 recreational vehicles <br /> spaces, which meets this requirement. <br /> Drainage <br /> There are no public storm drainage services available to the project site. All storm drainage <br /> runoff is required to be retained on site. (Development Title Section 9-1135). The applicant <br /> is proposing a retention basin for the project. The Department of Public Works will <br /> determine if the size of the basin is adequate for the proposed project. <br /> Wastewater Treatment <br /> Development Title Section 9-1040.5(a) states that all recreational vehicle parks shall be <br /> served by a sewage disposal system that includes a sewage disposal plant. The use of <br /> septic tanks is not permitted. The applicant is proposing a package treatment plant to <br /> service the project. The Environmental Health Department will determine if the package <br /> treatment plant is adequate for the proposed project. <br /> Water Supply <br /> The applicant is proposing to use a private well for the project. The California Regional <br /> Water Quality Control Board has indicated that operation of a domestic wall to serve the <br /> recreational vehicle park may cause an existing contaminated groundwater plume from <br /> Victor Fine Foods (located 2,500 feet north of the project) to migrate. The groundwater <br /> plume is polluted with Total Dissolved Solids. The Environmental Health Department <br /> has indicated that testing will be required to assure that water quality meets the <br /> requirements of Title 22, CCR (Safe Water Drinking Act). <br /> Open Space <br /> Development Title Section 9-1040.5(f)(1) states that required recreation and open space <br /> areas contain a minimum of 5,000 square feet with an additional 100 square feet for <br /> each recreational vehicle site in excess of fifty. The applicant will be required to provide <br /> 14,700 square feet of recreation and open space for the project. The applicant will need <br /> to submit a revised site plan indicating the amount of square footage to be used for <br /> recreation and open space. <br />
