SAN JOAQUIN COUNTY j
COMMUNITY DEVELOPMENT DEPARTMENT
1810 E.HAZELTON AVE.,STOCKTON,CA 95205-6232
PHONE:209/468-3121 FAX:209/488-3163
September 23, 2005
MEMORANDUM
TO: Development Committee
FROM: Kathy Allen, Associate Planner
SUBJECT: USE PERMIT APPLICATION NO. PA-0500531 OF MICHAEL & LISA
DOUGLAS (C/O JERRY GREENMYER) (APN: 017-090-02 & 017-090-
35) (4620 E. WOODBRIDGE ROAD, ACAMPO)
The applicant has submitted the above referenced Use Permit application for a
recreation campground and recreational vehicle park. (Use Type: Recreation -
Campgrounds). The project will include a 6,000 square foot office/reception building,
2,100 square foot recreational hall, a 2,500 square foot managers building, four (4)
1,500 square foot restroom/shower buildings, a 900 square foot covered picnic area, and
147 parking spaces. The entire project will be enclosed by and eight (8) foot high
masonry wall.
The project site is located on the south side of Woodbridge Road, 600 feet east of State
Route 99, north of Lodi.
The General Plan designation of the site is A/G (General Agriculture) and the zoning
designation is AG-40 (General Agriculture, 40 acre minimum).
The Community Development Department has the following comments:
Noise
Development Title Section 9-1040.5(b) states that recreational vehicle parks shall
provide measures to mitigate noise to sixty-five (65) Db Ldn for individual sites. The 65
dB noise contour is 704 feet from the edge of State Route 99. Of the 147 spaces for
recreational vehicles, 21 are within the 65dB or higher CNEL Contour. This exceeds the
requirements of the San Joaquin County Development Title and will require a noise
study to determine what mitigation measures, if any, can be applied to reduce the noise
levels in outdoor areas and interior spaces to Development Title standards.
I
