Rick Griffin <br />COMMUNITY DEVELOPMENT <br />PA -0900141 (SA) <br />RECOMMENDATIONS: <br />1. An encroachment permit shall be required for all work within road right-of-way. (Note: Driveway <br />encroachment permits are for flatwork only — all vertical features, including but not limited to fences, <br />walls, private light standards, rocks, landscaping and cobbles are not allowed in the right-of-way.) <br />(Development Title Sections 9-1145.4 and 9-1145.5) <br />2. The driveway approach and frontage shall be improved as a minimum in general conformance with the <br />requirements of San Joaquin County Standards R-17, with additional width, frontage improvement and <br />turning radius as required by the turning analysis. (Development Title Section 9-1145.5) <br />3. The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road to result in a fifty-five foot <br />wide right-of-way from the centerline of Yosemite Avenue to the property line across the parcel's frontage. <br />(A fee is required for processing per Development Title Table 9-240.2 in addition to a copy of the Grant <br />Deed and a legal description of the parcel to be offered for dedication. The fee due will be based on the <br />current fee schedule.) (Development Title Section 9-1150.5) <br />4. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the <br />time of building permit application. The fee shall be automatically adjusted July 1 of each year by the <br />Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) <br />5. The Regional Transportation Impact Fee shall be required for this development. The fee is due and payable at <br />the time of building permit application. The fee is based on the current schedule. (Resolution R-06-38) <br />6. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br />7. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has met the <br />requirements of the Waste Plan Format for Development Projects. Final Site Plan is required upon submittal <br />of verification. <br />8. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br />Development Standards to prevent the increased runoff release rate of storm water from discharging onto <br />other properties and to prevent offsite sediment transport. Retention basins shall be fenced with six (6) foot <br />high chain link fence or equal when the maximum design depth is 18 inches or more. Required retention basin <br />capacity shall be calculated by a registered civil engineer, licensed contractor or licensed architect prior to <br />release of Building Permit. (Development Title Section 9-1135) <br />9. The proposed project disturbs less than one (1) acre of ground and is not part of a larger plan of common <br />development and shall follow the practices in the County "Small Site Stormwater Management Plan." <br />informational Notes: <br />(i.) This property is subject to the requirements of San Joaquin County Mosquito & Vector Control District (209- <br />982-4675) and the California Health and Safety Code for the prevention of mosquitoes. Best Management <br />Practices (BMP) guidelines for stormwater devices, ponds and wetlands are available. <br />(ii.)
