h) LIGHTING: Lighting shall be provided and comply with the following: <br /> 1) if the parking area is to be used at night, parking lot and security lighting shall <br /> be installed. (Development Title Section 9-1015.5[g]) <br /> 2) Any lighting shall be designed to confine direct rays to the premises. No <br /> spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to <br /> motorists. (Development Title Section 9-1015.5[g][4]) <br /> i) SCREENING: Screening shall be provided and comply with the following: <br /> 1) All project storage materials and related activities, incl uding.storage areas for <br /> trash, shall be screened so as not to be visible from adjacent properties and <br /> public right-of-ways. Screening shall be six (6) to seven (7) feet in height. <br /> Outside storage is not permitted in front yards, street side yards, or in front of <br /> main buildings. (Development Title Section 1022.4[d][2]) <br /> j) SIGNS: Sign details shall be consistent with Chapter 9-1710 of the Development <br /> Title and be included on the Site Plan. All portions of any sign shall be set back <br /> a minimum of five (5) feet from any future right-of-way line, including any corner <br /> cut-off(snipe). (Development Title Section 9-1710.2[g]) <br /> k) TREE PRESERVATION: Grade changes near or within the dripline of said oak, <br /> trees shall comply with the following: <br /> 1) No grade changes shall occur within six (6) feet of the trunk of the tree. <br /> 2) No grade changes shall occur that entail removing or adding more than six <br /> (6) inches of soil in the protected zone of the tree. <br /> 3) Any grade changes within the protected zone (five feet outside the drip line <br /> extending inward to the trunk) of the tree shall be accomplished so as to <br /> prevent soil compaction and injury to or removal of the tree's roots. <br /> (Development Title Section 9-1505.5[a]) <br /> 4) Before grading operations may commence, a minimum five (5) foot high <br /> chain link fence or other comparable protective fencing shall be installed at <br /> the outermost edge of the protected zone of each tree or group of trees <br /> (Development Title Section 9-1505.5[b]). <br /> 5) No trenching whatsoever shall be allowed within the protected zone of <br /> subject trees (Development Title Section 9-1505.5[c]). <br /> 6) Paving within the dripline of affected trees shall be minimized. Other requirements may also apply. These requirements cannot be <br /> modified. <br /> A. An application for Waste Discharge Requirements must be submitted to the Central Valley <br /> Regional Water Quality Control Board prior to development (California Water Code, Article <br /> 4, Section 13260). <br /> B. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall <br /> be submitted to the Environmental Health Department, indicating that the area is suitable <br /> for septic system usage. The studies must be approved by the Environmental Health <br /> Department prior to issuance of building permit(s). (San Joaquin County Development Title, <br /> Section 9-1105.2(d)). A review fee of$525.00 must be paid at time of submittal to the <br /> Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San <br /> Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment <br /> and disposal system is required for each parcel. A permit fee of$105.00 per percolation <br /> hole is required. <br /> C. The existing private water wells shall be tested for the chemical Dibromochloropropa ne <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department <br /> prior to issuance of building perm it(s). Samples are to be taken and analyzed by a State- <br /> approved laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> D. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings prior to final occupancy (San Joaquin County <br /> Development Title, Section 9-1110.3 & 9-1110.4). <br /> E. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or <br /> the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Department(San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br />
