h) LIGHTING: Lighting shall be provided and comply with the following: 1) if the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) 2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) i) SCREENING: Screening shall be provided and comply with the following: 1) All project storage materials and related activities, incl uding.storage areas for trash, shall be screened so as not to be visible from adjacent properties and public right-of-ways. Screening shall be six (6) to seven (7) feet in height. Outside storage is not permitted in front yards, street side yards, or in front of main buildings. (Development Title Section 1022.4[d][2]) j) SIGNS: Sign details shall be consistent with Chapter 9-1710 of the Development Title and be included on the Site Plan. All portions of any sign shall be set back a minimum of five (5) feet from any future right-of-way line, including any corner cut-off(snipe). (Development Title Section 9-1710.2[g]) k) TREE PRESERVATION: Grade changes near or within the dripline of said oak, trees shall comply with the following: 1) No grade changes shall occur within six (6) feet of the trunk of the tree. 2) No grade changes shall occur that entail removing or adding more than six (6) inches of soil in the protected zone of the tree. 3) Any grade changes within the protected zone (five feet outside the drip line extending inward to the trunk) of the tree shall be accomplished so as to prevent soil compaction and injury to or removal of the tree's roots. (Development Title Section 9-1505.5[a]) 4) Before grading operations may commence, a minimum five (5) foot high chain link fence or other comparable protective fencing shall be installed at the outermost edge of the protected zone of each tree or group of trees (Development Title Section 9-1505.5[b]). 5) No trenching whatsoever shall be allowed within the protected zone of subject trees (Development Title Section 9-1505.5[c]). 6) Paving within the dripline of affected trees shall be minimized. Other requirements may also apply. These requirements cannot be modified. A. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional Water Quality Control Board prior to development (California Water Code, Article 4, Section 13260). B. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be submitted to the Environmental Health Department, indicating that the area is suitable for septic system usage. The studies must be approved by the Environmental Health Department prior to issuance of building permit(s). (San Joaquin County Development Title, Section 9-1105.2(d)). A review fee of$525.00 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each parcel. A permit fee of$105.00 per percolation hole is required. C. The existing private water wells shall be tested for the chemical Dibromochloropropa ne (DBCP) and nitrates with the results submitted to the Environmental Health Department prior to issuance of building perm it(s). Samples are to be taken and analyzed by a State- approved laboratory (San Joaquin County Development Title, Section 9-1115.7). D. Construction of an individual sewage disposal system(s) under permit and inspection by the Environmental Health Department is required at the time of development based on the Soil Suitability/ Nitrate Loading Study findings prior to final occupancy (San Joaquin County Development Title, Section 9-1110.3 & 9-1110.4). E. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number of service connections exceed four, a yearly permit to operate a public water system will be required by the Environmental Health Department(San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.).
