QeAu'" SAN JOAQUIN COUNTY
r 's COMMUNITY DEVELOPMENT DEPARTMENT
• 1810 E.HAZELTON AVE..STOCKTON.CA 952058232
•tiAGwM`P PHONE:2091488-3121 Fax:20914883/63
August 8, 1997
M_E_M_O_R_A_N_D_U_M
TO: Development Committee
FROM: Kerry Sullivan
Senior Planner
SUBJECT: DEVELOPMENT COMMITTEE MEETING FOR PROPOSED USE PERMIT
NO. UP-97-7 OF ROBERT JENSEN AND R.C. HERNANDEZ
-----------------------------------------------------------------
The applicants have submitted the above referenced Use Permit
application for a 19 unit mobile home park on 2 . 04 acres (one
unit is proposed to be used for a stormwater retention facility) .
The project site is located on the northwest corner of Miner
Avenue and Alive Street in an unincorporated area of Stockton.
This item was scheduled to be considered by the Planning
Commission on September 4 , 1997 . Because the proposed Site Plan
contains numerous inconsistencies with requirements contained in
the Department Title, a revised Site Plan is required in order to
proceed, and this item will be taken off the Planning Commission
agenda of September 4 , 1997 . Please submit the revised Site Plan
by September 13 , 1997 . If it is not received by this time, the
application will be considered to be withdrawn, and the file will
be closed. After the revised Site Plan is submitted, the item
will be rescheduled for a hearing before the Planning Commission.
When revising the Site Plan, please carefully review the section
in the Development Title pertaining to Mobile Home Parks, as well
as the following information. Additionally, attached are
memorandums received from responsible agencies containing
pertinent information.
1. Density
The applicants are requesting a density under the provisions
contained in the Development Title to ensure housing
affordability. Without a density bonus, in the RL zone 2 to
6 dwelling units are permitted per gross acre. With a
density bonus 7 . 5 units are permitted per gross acre. Given
the 2 . 04 acre site, the maximum density permitted with a
density bonus is 15 dwelling units per gross acre.
Therefore, the proposed density of 19 units is inconsistent
with the County Development Title
