CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />CLEANUP AND ABATEMENT ORDER NO. 87-700 <br />FOR <br />CALIFORNIA TANK LINES, INC. <br />AND <br />CHEMICAL TRANSFER COMPANY <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, <br />(hereafter Board) finds that: <br />1. California Tank Lines, Inc., and Chemical Transfer Company, (hereafter <br />Discharger) at 3105 South El Dorado Street, Stockton, California, owns and <br />operates a chemical transport company at said location. <br />2.' The Discharger is a State licensed 'hazardous' waste hauler. <br />3. On 23 March 1987 at approximately 0830 the Discharger phoned the State <br />Office of Emergency Services (OES) reporting a 'hazardous' waste spill of <br />approximately 2,600 gallons of a cupric chloride solution. The waste <br />disintegrated a portion of the double -lined, stainless steel tanker it was <br />stored in on-site, and allowed the 'hazardous' waste to drain onto the <br />unpaved parking area where the tanker was stored. <br />4. The western portion of the site, where the spill occurred, drains into <br />Walker Slough via an open earthen ditch and covered concrete and steel <br />culverts. The distance from the site to the slough is approximately 1,000 <br />feet. <br />5. Walker Slough combines downstream with Homestead Canal before flowing into <br />French Camp Creek which discharges into the San Joaquin River and the <br />Delta. <br />6. The beneficial uses of Walker Slough and the downstream receiving waters, <br />including the Sacramento -San Joaquin Delta, are: municipal, agricultural <br />and industrial water supply; recreation; esthetic enjoyment; and preserva- <br />tion and enhancement of fish, wildlife and other aquatic resources. <br />7. Soil samples taken by staff during the afternoon of 23 March 1987 at the <br />bank of Walker Slough contained copper with total concentrations as high as <br />8,914 mg/kg. The bank area where the samples were taken is alternately <br />exposed and flooded by slough water resulting from tidal action. A soil <br />sample in the earthen drainage ditch adjacent to the site contained copper <br />at a total concentration of 6,408 mg/kg. Waste with copper levels in <br />excess of 2,500 mg/kg are 'hazardous' waste [per Section 66699(b)] of Title <br />22, Division 4, of the California Administrative Code. <br />
