Box 2009 <br /> Stockton, California 95201 <br /> California Tank Lines, Inc. <br /> Dear Ms. Catulla : <br /> With our letter of June 4 , 1986 , we furnished to <br /> you a revised design for the California Tank Lines, Inc. <br /> ( "Cal Tank" ) truck washing facility to be constructed at <br /> the Cal Tank location in Stockton, California. We <br /> requested that you determine whether the below grade sump <br /> included in the revised design is an "underground tank. " <br /> In our conversation this morning, you indicated that there <br /> is some confusion about the nature of the currently <br /> proposed facility. You also inquired about the <br /> construction materials for the below grade sump and the <br /> addition of Vapam to the list of chemicals that may be <br /> included in the washwater. <br /> As we stated in our letter of June 4 , 1986 , Cal <br /> Tank has revised the design for the truck washing facility <br /> as shown in the attached schematic drawing in order to <br /> resolve any questions you or the Department of Health <br /> Services ( "DOHS" ) may have regarding whether the design <br /> includes an "underground tank. " The only below grade <br /> structures are ( 1 ) the two drain lines which lead from the <br /> truck and tank washing stations to the two collection <br /> sumps and ( 2 ) the two collection sumps themselves. Wash <br /> water is pumped from the collection sumps to above ground <br /> treatment tanks which discharge treated water to the <br /> sanitary sewer. The collection sumps will be constructed <br /> of concrete lined with fiberglass or epoxy. The drain <br /> lines will be fiberglass with double wall constuction . <br /> Because the drain lines and collection sumps are flow <br /> through systems, and are not used for storage of hazardous <br /> waste, they are not subject to regulation as underground <br /> tanks. We would appreciate your confirmation of this at <br /> the earliest possible date . <br />
