Ms. Laurie Catulla <br /> June 13, 1986 <br /> Page 2 <br /> You also inquired about Vapam. Cal Tank does <br /> transport Vapam as a bulk liquid. Cal Tank has requested <br /> permission from the City of Stockton to wash trailers <br /> which have carried Vapam at the proposed trailer washing <br /> facility and to discharge the washwater to the City' s <br /> sanitary sewer. Whether Vapam trailers can be washed at <br /> the facility and the nature of any treatment required for <br /> washwater containing Vapam will be determined by the City <br /> of Stockton which operates the wastewater treatment plant <br /> that receives the waters discharged from the Cal Tank <br /> facility. <br /> In the meantime, Cal Tank wishes to go forward <br /> with construction of the facilities now proposed at the <br /> earliest possible date. I spoke with Claudia Johannsen at <br /> DOHS this morning and I believe she is prepared to go <br /> forward with processing the variance application once you <br /> confirm to her that the proposed facility is not subject <br /> to the County' s underground tank permitting regulation. <br /> We would urge you to do so as soon as possible in order to <br /> prevent any further delays in the variance procedure. <br /> Finally, you stated concerns that the facility <br /> not go unregulated. The DOHS and the City of Stockton <br /> have authority to regulate the proposed facility. While <br /> Cal Tank has requested a variance from DOHS requirements <br /> for a full hazardous waste facility permit, if the <br /> variance is granted, it will be subject to conditions <br /> imposed on Cal Tank by DOHS to assure that the facility is <br /> safely operated . The City of Stockton will regulate the <br /> quality of the discharge to the sanitary sewer. While we <br /> would be happy to discuss any concerns you may have, the <br /> facility has been designed to avoid the necessity for <br /> compliance with underground tank regulations by not <br /> including any underground storage tanks in the design. <br /> We look forward to hearing from you early next <br /> week that you are satisfied that the facility does not <br /> include any underground tank subject to your permitting <br /> authorities. <br /> Very.-t- my yours, <br /> 01 <br /> Patricia L.
