Shanks ENVIK(!foLE MAL HcALTH <br /> McCutchen, Doyle, Brown & Enersen FERMI?/SERVICES <br /> Three Embarcadero Center <br /> San Francisco, CA 94111 <br /> Dear Ms. Shanks: <br /> VARIANCE DETERMINATION, CALIFORNIA TANK LINES, INC. , CAD004771606 <br /> On February 23 , 1985, you applied on behalf of California Tank Lines, Inc. <br /> ("Cal Tank") to this Department for a variance from the Hazardous Waste <br /> Facility Permit requirements in Chapter 30, Division 4, Title 22, California <br /> Administrative Code (CAC) . This variance application was amended by your <br /> letter of June 4 , 19136. <br /> A review of your application indicated the following: <br /> 1 . The treatment system will be located above ground. <br /> 2. The treatment system consists of elementary neutralization of tank truck <br /> wash water as pretreatment before discharge to the City of Stockton <br /> sanitary sewer. <br /> 3 . There is no storage of hazardous waste in the treatment sysem. <br /> 4. Waste oil and grease accumulated in the oil separator will be stored less <br /> than 90 days. <br /> Based upon these findings aand pursuant to Section 25143 , Health and Safety <br /> Code and Section 55310 , Title 2_2, CAC we find that the small quantity and low <br /> concentration of waste managed at your facility will be insignificant as <br /> potential hazards to human health, domestic livestock, or wildlife. Therefore <br /> you are granted a conditional variance from the Hazardous Waste Facility Permit <br /> requirements of the CAC for the elementary neutralization of acids and <br /> bases subject to the following conditions: <br /> 1 . Hazardous waste will not be stored longer than 90 days. <br /> - Treatment shall be accomplished as stated in your variance application, as <br /> amended June 4, 1985. <br /> 3 . All wastewater discharge requirements and other restrictions of the City of <br /> Stockton will be met. Therefore only those materials that have been <br /> approved by the City of Stockton for discharge may be treated in the <br /> system. <br />
