On 8/24/05, Frank Girardi received e-mail from Laura Niles—she spoke with GRC tire in Sacramento — Johnnies Welding buys new tires from GRC tire and resells them to farmers. On 8/24/05, Frank Girardi received e-mail from Laura Niles — Tiffany from Johnnies Welding returned Laura's phone call and will be contacting EHD, facility shall get total tire count under 500. Referral placed on hold. On 8/25/05, Frank Girardi spoke with Tiffany. Tires are set out at front of facility to get removed. Will remove more tires to get tire count below 500 on Sept. 2, 2005 by a registered hauler. On 8/31/05, Frank Girardi received phone message from Tiffany, 444 tires removed. On 9/6/05, Frank Girardi spoke to Tiffany. 444 Tires removed. She did not know how many tires were left. Frank Girardi told her to do a tire count too see how many tires were still on-site and will call me back to let me know. Frank Girardi also told her to fax copies of manifests or Comprehensive Trip Log(CTL)receipts. On 9/12/05, Frank Girardi spoke with Tiffany, she had one of workers count tires. 1,000 waste/used tires still left. She needs to call hauler to get copy of manifest ad remove remaining tires. On 9/21/05, Frank Girardi phoned Tiffany to get status of manifests and tire removal. and left message. On 9/26/05, Frank Girardi received fax of manifests dated 8/25/05 from Tiffany. 444 tires removed by Padilla. Placed in file. On 10/10/05, Frank Girardi phoned Tiffany to get status of removing remaining waste/used tires to get total number below 500. Left message. On 10/11/05, Frank Girardi phoned Tiffany and spoke with Anna Vaccarrezza. She said that 1,000 tires are new tires and to call Tiffany to discuss compliance issues. Frank Girardi left message with Tiffany. On 10/13/05, Frank Girardi received voice mail from Tiffany. Johnny Vaccarezza is planning on having an auction to remove waste/used tires. Frank Girardi called her back and left message that I received her message and to return my phone call. On 10/17/05,Frank Girardi phoned Tiffany—no answer. On 10/19/05, Frank Girardi conducted re-inspection with Robert McClellon. More that 500 waste tires observed on-site. Business office was closed at time of site visit. Violation PRC 47834 (Minor Waste Tire Facility Permit) cited on inpection report.
