5.1 AIR QUALITY <br /> 5.1.7.4 Screening Health Risk Assessment <br /> Pursuant to the SJVAPCD Integrated Air Toxics program,a health risk screening must be <br /> executed to determine the potential impact on public health resulting from the worst-case <br /> emissions of toxic air contaminants (TACs) from the proposed project. The impact on public <br /> health due to the emission of these compounds was assessed utilizing air pollutant <br /> dispersion models. <br /> A screening health risk assessment has been prepared that includes the CTG/HRSG and the <br /> auxiliary boiler. Boiler <br /> The maximum cancer risk from the facility is well below the 1 in one million level that is <br /> considered to be significant. The acute and chronic health hazard indices are well below 1.0. <br /> 5.1.8 Cumulative Air Quality Impacts Analysis <br /> An analysis of potential cumulative air quality impacts that may result from the project and <br /> other reasonably foreseeable projects is generally required only when project impacts are <br /> significant. <br /> To ensure that potential cumulative impacts of the project and other nearby projects are <br /> adequately considered,a cumulative impacts analysis has been conducted in accordance <br /> with the protocol included as Appendix 5.1G. The analysis demonstrates that the project will <br /> not cause or contribute to any significant cumulative air quality impacts. <br /> 5.1.9 Mitigation Measures <br /> Mitigation will be provided for project emissions in the form of offsets and the installation of <br /> BACT, as required under SJVAPCD regulations. The cumulative air quality impacts analysis <br /> described in Appendix 5.1G shows that the project will not result in significant cumulative <br /> impacts and that sufficient ERCs are being provided to mitigate all project emissions. <br /> 5.1.10 Agencies and Agency Contacts <br /> Each level of government has adopted specific regulations that limit emissions from <br /> stationary combustion sources,several of which are applicable to this project. The other air <br /> agencies having permitting authority for this project are shown in Table 5.1-47. The <br /> applicable federal LORS and compliance with these requirements were discussed in detail in <br /> Sections 5.1-6 and 5.1-7 above.
