5.5 HAZARDOUS MATERIALS HANDLING <br /> Ammonia is a regulated substance under the federal CAA pursuant to 40 CFR 68 (Subpart G) <br /> and CalARP pursuant to Health and Safety Code Sections 25331 through 25543.3. The <br /> California program is similar to the federal program but is more stringent in some areas. <br /> In accordance with CaIARP regulations, an RMP has already been prepared for the existing <br /> anhydrous ammonia tank at the STIG plant. The RMP includes a hazard assessment to <br /> evaluate the potential effects of an accidental release,a program for preventing an <br /> accidental release, and a program for responding to an accidental release. The specific <br /> components of the RMP include: <br /> • Description of the facility <br /> • Accident history of the facility <br /> • History of equipment used at the facility <br /> • Design and operation of the facility <br /> • Site map(s) of the facility <br /> • Piping and instrument diagrams of the facility <br /> • Seismic analysis <br /> • Hazard and operability study <br /> • Prevention program <br /> • Consequence analysis <br /> • Offsite consequence analysis <br /> • Emergency response <br /> • Auditing and inspection <br /> • Recordkeeping <br /> • Training <br /> • Certification <br /> The RMP has been filed with the San Joaquin County Office of Emergency Services. The <br /> RMP covers acutely hazardous materials that can produce toxic clouds when inadvertently <br /> released. The RMP includes a hazard assessment to evaluate the potential effects of <br /> accidental releases;a program for preventing accidental releases; and a program for <br /> responding to accidental releases to protect human health and the environment. <br /> A Process Safety Management Plan(PSMP) will be required under OSHA because the <br /> OSHA regulations require PSMP for storage of anhydrous ammonia at quantities above <br /> 10,000 pounds (29 CFR Part 199). A PSMP has been prepared for the existing ammonia tank <br /> and will be submitted in September 2008 to San Joaquin Office of Emergency Services. The <br /> requirements for a PSMP are very similar to those for an RMP,but an offsite consequence <br /> analysis is not required for the PSMP. <br /> 5.5.4.2.3 Hydrogen <br /> Hydrogen gas will be stored outdoors in compressed gas cylinders. It will be used for <br /> cooling the steam turbine generator. Because it is highly flammable and potentially <br /> explosive, it will be stored in a separate area away from sources of ignition and heat and <br /> from oxidizing materials. <br /> 5.5.4.2.4 Petroleum Products <br /> Federal and California regulations require a Spill Prevention Control and Countermeasures <br /> (SPCC) plan if petroleum products above certain quantities are stored.
