CA0079243 u <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, N <br /> (hereafter Board) finds that: <br /> 1 . The City of Lodi (hereafter Discharger) submitted a Report of Waste <br /> Discharge, dated 11 January 1988, and applied for a permit renewal to <br /> discharge waste under the National Pollutant Discharge Elimination System <br /> (NPDES) from the White Slough Water Pollution Control Plant. <br /> 2. The Discharger operates a wastewater collection, treatment, and disposal <br /> system, and provides sewerage service to the City of Lodi . The treatment <br /> plant is in Section 23, T3N, R5E, MDB&M, as shown on Attachment A, a part <br /> of this Order. Secondary treated municipal wastewater is discharged to <br /> Dredger Cut, a water of the United States and a tributary to the <br /> Sacramento-San Joaquin Delta. ll� <br /> 3. The Report of Waste Discharge describes the existing domestic wastewater <br /> discharge as follows: <br /> Average Flow: 5.9 million gallons per day (mgd) <br /> Design Flow: 6.2 mgd <br /> Constituent Mq/1 lbs da <br /> BOD 19 936 (Annual average) <br /> Suspended Matter 18 886 (Annual average) <br /> 4. The majority of the industrial wastewater is collected in a separate sewer. <br /> The primary source of industrial wastewater is from a cannery, with smaller <br /> volume flows from some metal finishers. Flows range from 0.15 mgd to 3.75 <br /> mgd, with the higher flows associated with the canning season. Untreated <br /> industrial wastewater is combined with sludge generated in the mechanical n <br /> plant and is reclaimed in the summer by irrigating 650 acres of V <br /> agricultural land owned by the City (Assessor Parcel Nos. 055-120-01, 055- <br /> 120-07, 055-130-04, 055-130-13, 055-130-14, 055-150-11, 055-150-12, 055- <br /> 150-14, 055-150-15, and 055-150-17) . During the winter the wastewater is <br /> stored in 40 acres of ponds. The City has purchased an additional 275 <br /> acres (Assessor Parcel Nos. 055-120-08, 055-130-01, and 055-130-03) which <br /> can be added to the reclamation areas after site modifications are <br /> completed. The reclamation areas are shown on Attachment B, a part of this <br /> Order. <br />
