WASTE DISCHARGE REQUIREMENTS
CITY OF LODI
WHITE SLOUGH WATER POLLUTION CONTROL PLANT
SAN JOAQUIN COUNTY -2-
5. Unchlorinated domestic effluent is mixed with the industrial wastewater and
used for reclamation when industrial flows do not meet agricultural needs,
when wastewater does not meet discharge limits, or when dissolved oxygen in
the receiving water is less than 5 mg/l and surface water discharges are
prohibited.
6. The White Slough Water Pollution Control Plant has completed an expansion
of its secondary domestic waste treatment capability to 8.5 mgd. However,
studies completed to date have not conclusively shown that expanded flows
to 8.5 mgd will not cause a violation of water quality standards. This
Order does not allow flow increases beyond 7 mgd, until the Discharger
completes a study, including monitoring, to show that the impacts will not
be significant.
7. The Environmental Protection Agency (EPA) and the Board have classified
this discharge as a major discharge.
8. The discharge is presently governed by Waste Discharge Requirements Order
No. 86-041, adopted by the Board on 11 February 1986.
WATER QUALITY CONTROL PLANS
9. The Board, on 31 March 1989, adopted a Water Quality Control Plan, Second
Edition, for the Sacramento-San Joaquin Delta Basin (5B) which contains
water quality objectives for all waters of the Basin. These requirements
are consistent with that Plan.
10. The beneficial uses of Dredger Cut, and Delta waters downstream of the
discharge are municipal and domestic, industrial , and agricultural supply;
water contact and noncontact recreation; esthetic enjoyment; navigation;
ground water recharge, fresh water replenishment; and preservation and
enhancement of fish, wildlife and other aquatic resources.
11. The beneficial uses of the underlying ground water are municipal and
domestic, industrial , and agricultural supply.
12. The permitted discharge is consistent with the antidegradation provisions
of 40 CFR 131 . 12 and State Water Resources Control Board Resolution 68-16.
This Order provides for an increase in the volume and mass of certain
pollutants discharged. The increase has been limited to no more than 7.0
mgd pending completion of a study which proves the impact on water quality
of a discharge of 8.5 mgd will either be localized or not significant.
Allowing the small increase in the discharge to 7.0 mgd is not anticipated
to have a significant impact on water quality, and will allow wastewater
utility service necessary to accomodate economic expansion in the area.
13. Water quality objectives adopted pursuant to the Enclosed Bays and
Estuaries Plan (EBEP) and the Inland Surface Waters Plan (ISWP) are
applicable to the discharge. These requirements implement those Plans.
