WASTE DISCHARGE REQUIREMENTS <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY -2- <br /> 5. Unchlorinated domestic effluent is mixed with the industrial wastewater and <br /> used for reclamation when industrial flows do not meet agricultural needs, <br /> when wastewater does not meet discharge limits, or when dissolved oxygen in <br /> the receiving water is less than 5 mg/l and surface water discharges are <br /> prohibited. <br /> 6. The White Slough Water Pollution Control Plant has completed an expansion <br /> of its secondary domestic waste treatment capability to 8.5 mgd. However, <br /> studies completed to date have not conclusively shown that expanded flows <br /> to 8.5 mgd will not cause a violation of water quality standards. This <br /> Order does not allow flow increases beyond 7 mgd, until the Discharger <br /> completes a study, including monitoring, to show that the impacts will not <br /> be significant. <br /> 7. The Environmental Protection Agency (EPA) and the Board have classified <br /> this discharge as a major discharge. <br /> 8. The discharge is presently governed by Waste Discharge Requirements Order <br /> No. 86-041, adopted by the Board on 11 February 1986. <br /> WATER QUALITY CONTROL PLANS <br /> 9. The Board, on 31 March 1989, adopted a Water Quality Control Plan, Second <br /> Edition, for the Sacramento-San Joaquin Delta Basin (5B) which contains <br /> water quality objectives for all waters of the Basin. These requirements <br /> are consistent with that Plan. <br /> 10. The beneficial uses of Dredger Cut, and Delta waters downstream of the <br /> discharge are municipal and domestic, industrial , and agricultural supply; <br /> water contact and noncontact recreation; esthetic enjoyment; navigation; <br /> ground water recharge, fresh water replenishment; and preservation and <br /> enhancement of fish, wildlife and other aquatic resources. <br /> 11. The beneficial uses of the underlying ground water are municipal and <br /> domestic, industrial , and agricultural supply. <br /> 12. The permitted discharge is consistent with the antidegradation provisions <br /> of 40 CFR 131 . 12 and State Water Resources Control Board Resolution 68-16. <br /> This Order provides for an increase in the volume and mass of certain <br /> pollutants discharged. The increase has been limited to no more than 7.0 <br /> mgd pending completion of a study which proves the impact on water quality <br /> of a discharge of 8.5 mgd will either be localized or not significant. <br /> Allowing the small increase in the discharge to 7.0 mgd is not anticipated <br /> to have a significant impact on water quality, and will allow wastewater <br /> utility service necessary to accomodate economic expansion in the area. <br /> 13. Water quality objectives adopted pursuant to the Enclosed Bays and <br /> Estuaries Plan (EBEP) and the Inland Surface Waters Plan (ISWP) are <br /> applicable to the discharge. These requirements implement those Plans. <br />
