WASTE DISCHARGE REQUIREMENTS <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> GENERAL <br /> 26. The Board has notified the Discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this discharge <br /> and has provided them with an opportunity for a public hearing and an <br /> opportunity to submit their written views and recommendations. <br /> 27. The Board, in a public meeting, heard and considered all comments <br /> pertaining to the discharge. <br /> 28. This Order shall serve as an NPDES permit pursuant to Section 402 of the <br /> Clean Water Act, or amendments thereto, and shall take effect ten days from <br /> the date of hearing, provided EPA has no objections. <br /> IT IS HEREBY ORDERED that Order No. 86-041 be rescinded and the City of Lodi , in <br /> order to meet the provisions contained in Division 7 of the California Water Code <br /> and regulations adopted thereunder, and the provisions of the Clean Water Act and <br /> regulations and guidelines adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1 . Discharge of treated wastewater at a location or in a manner different <br /> from that described in Finding Nos. 2, 4, and 5 is prohibited. <br /> 2. The by-pass or overflow of wastes to Dredger Cut is prohibited, except <br /> as allowed by Standard Provisions A. 13. <br /> 3. When the dissolved oxygen concentration in either White Slough or <br /> Bishop Cut falls below 5 mg/1 , the discharge of wastes to surface <br /> waters is prohibited. <br /> 4. Effluent flow discharges in excess of 7.0 mgd are prohibited until the <br /> Discharger completes a study showing the impact to water quality of a <br /> discharge of 8.5 mgd will either be localized or not significant, that <br /> the increase is not likely to cause significant impacts on aquatic life <br /> beneficial uses, the primary ones affected by the pollutants discharged <br /> (BOD, suspended solids, chlorine residual , temperature, and metals) , <br /> and the Executive Officer approves the study. The study shall be <br /> completed in accordance with the time schedule outlined in Provision 1 . <br /> STORM WATER <br /> 5. Discharge of materials, other than storm water, that is not otherwise <br /> permitted by this Order to surface waters or surface water drainage <br /> courses is prohibited. <br />
