As we have discussed, the new <br /> NPDES permit will have more stringent BOD, SS, and total coliform organism <br /> effluent limitations than your existing permit. The new permit will also <br /> include TDS limitations. <br /> Based on our review of the Design Memo and discussions with Black and Veatch <br /> engineers, your staff, and yourself, it appears the current expansion design <br /> should be sufficient to meet the new effluent requirements. However, since the <br /> expansion has been designed using current effluent limitations, the design <br /> should be reviewed and modified, if necessary, to ensure the expanded facility <br /> will be capable of meeting the new effluent requirements. <br /> The process design criteria used for the plant expansion assumes the receiving <br /> water effluent limitations from 1 July through 31 October for BOD, SS, and total <br /> coliform organisms will be as follows: <br /> Constituent Monthly Median Monthly Average Daily Maximum <br /> BOD -- 20 mg/1 50 mg/l <br /> SS -- 20 mg/l 50 mg/l <br /> Total Coliform 23 MPN/100 ml -- 500 MPN/100 ml <br /> Organisms <br /> As we discussed, Title 22 of the California Administrative Code requires sewage <br /> effluent be treated to the following levels when the receiving waters are used <br /> for irrigation of food crops (15 May - 15 October): <br /> Constituent Monthly Median Monthly Average Daily Maximum <br /> BOD -- 10 mg/1 30 mg/1 <br /> SS -- 10 mg/l 30 mg/1 <br /> Total Coliform 2.2 MPN/100 ml -- 23 MPN/100 ml <br /> Organisms <br />
