Mr. Fran Forkas -2- 9 September 1988 <br /> Since the receiving waters at Lodi ; Dredger Cut, White Slough, and the Delta; <br /> are used for irrigation, as well as recreational uses, these more stringent <br /> limits will be included in the new permit and the expansion must be designed <br /> accordingly. <br /> We understand that the City is going to acquire additional land for crop <br /> production purposes which will increase the Plant's discharge-to-land capacity. <br /> The current BOD, SS, and total coliform organism limitations for land discharges <br /> will remain unchanged as long as the crops irrigated with the wastewater are <br /> fodder, fiber, and seed crops only. The Regional Board encourages maximum <br /> utilization of land disposal of your wastewater and prefers this method over <br /> surface water discharges. <br /> TOS limitations are also being considered for both the industrial and domestic <br /> wastewater streams. The probable TDS effluent limitation for surface water <br /> discharges will be a monthly average of 500 mg/l and a daily maximum of 1,000 <br /> mg/l . <br /> The TDS limitations for the industrial wastewater will be based on the naturally <br /> occurring TDS concentrations in the ground water. The background concentrations <br /> and any impact the ponds have had on these concentrations has yet to be <br /> determined. <br /> We are enclosing a copy of a Department of Health Services memorandum which <br /> recommends a disinfection limitation based on direct contact water recreation. <br /> Compliance with this limitation would require the construction of advanced <br /> treatment facilities and/or greater reliance on land disposal . The Regional <br /> Board staff will not be including this recommended limitation in Lodi ' s <br /> tentative NPDES permit. However, it is possible that the Board, upon hearing <br /> supporting arguments, may adopt these limitations into the permit. <br /> Please review the design criteria and submit a supplement to the Design Memo <br /> explaining any changes made in the design prior to proceeding with construction <br /> of the expansion project. <br /> if you have any questions, please call David Brent at (916) 361-5567. <br /> /K. <br /> ANTONIJ.
