CA0079243 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. The City of Lodi , White Slough Water Pollution Control Plant, (hereafter <br /> Discharger) submitted a Report of Waste Discharge, dated 5 November 1984, <br /> and applied for a permit to discharge waste under the National Pollutant <br /> Discharge Elimination System (NPDES) . <br /> 2. The City of Lodi , White Slough Water Pollution Control Plant, discharges <br /> an average of 4.7 million gallons per day (mgd) and proposes to discharge a <br /> maximum of 5.8 mgd of treated domestic wastewater from secondary treatment <br /> facilities into Dredger Cut, White Slough, Bishop Cut, and the San Joaquin <br /> Delta, waters of the United States, at a point five miles southwest of <br /> Lodi , in the southeast 1/4 of Section 23, T3N, R5E, MDB&M. <br /> 3. The Report of Waste Discharge describes the existing discharge as follows: <br /> Average Flow: 4.7 mgd <br /> Design Flow: 5.8 mgd <br /> Average Temperature: 80°F (27°C) Summer; 66°F (19°C) Winter <br /> Constituent mg/l lbs/day <br /> BOD 26 1019 <br /> Suspended Matter 24 941 <br /> pH 6.4 - 7.0 -- <br /> 4. An average of 0.86 mgd of industrial wastewater from a cannery, a ccmmLr- <br /> cial laundry, a metal finisher, a cherry briner, and some storm water is <br /> discharged to holding ponds and irrigation areas of approximately 650 <br /> acres, as shown on Attachments A and B which are hereby part of this <br /> Order. Treated domestic wastewater is also discharged to fields from July <br /> to October and when the dissolved oxygen concentration in White Slough <br /> falls below 5.0 mg/l . Only fodder, fiber, and seed crops are irrigated by <br /> the aforementioned wastewaters. <br />
