WASTE DISCHARGE REQUIREMENTS -2- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> 5. The Discharger has an EPA approved pretreatment program which, in con- <br /> junction with City Ordinance No. 1307, regulates the industrial wastes that <br /> can be discharged into the City' s industrial wastewater treatment plant. <br /> 6. EPA and the Regional Board have classified this discharge as a major <br /> discharge. <br /> 7. The State of California Department of Health Services (DHS) has expressed <br /> concern regarding the discharge of tailwater and wastewater into the Delta. <br /> DHS is conducting a study to determine disinfection requirements necessary <br /> to protect public health considering the dilution capacity of the receiving <br /> waters. The Board may modify or revise this Order based on the results of <br /> the study. <br /> 8. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality <br /> objectives. These requirements are consistent with that Plan. �r <br /> 9. The beneficial uses of Dredger Cut, White Slough, Bishop Cut, and Delta <br /> waters are municipal , industrial , and agricultural supply; recreation; <br /> esthetic enjoyment; navigation; ground water recharge, fresh water replen- <br /> ishment; and preservation and enhancement of fish, wildlife, and other <br /> aquatic resources. <br /> 10. The beneficial uses of the ground water are municipal , domestic, in- <br /> dustrial , and agricultural supply. <br /> 11. Effluent limitations , and toxic and pretreatment effluent standards , <br /> established pursuant to Sections 208(b) , 301 , 302, 304, and 307 of the <br /> Clean Water Act and amendments thereto, are applicable to the discharge. <br /> 12. The discharge is presently governed by Waste Discharge Requirements Order <br /> No. 80-115, adopted by the Board on 12 September 1980. <br /> 13. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq. ) , in accordance with Section 13389 of the California Water Code. <br /> 14. The Board has notified the Discharger and interested persons of its intent <br /> to prescribe waste discharge requirements for this discharge and has <br /> provided thein with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br /> 15. The Board, in a public meeting, heard and considered all comments per- <br /> taining to this discharge. <br /> 16. This order shall serve as an NPDES permit pursuant to Section 402 of the <br /> Clean Water Act, or amendments thereto, and shall take effect ten days from <br /> the date of hearing, provided EPA has no objections. <br />
