WASTE DISCHARGE REQUIREMENTS -7 CITY OF LODI WHITE SLOUGH WATER POLLUTION CONTROL PLANT SAN JOAQUIN COUNTY 5. The Discharger shall comply with all the items of the "Standard Provisions and Reporting Requirements (NPDES)", dated 1 August 1984, which are part of this Order. 6. The terms and conditions of the pretreatment program shall be enforceable through these waste discharge requirements. 7. If the study by DNS finds that the effluent limitations are not adequate to protect public health, the Board may modify or revise this Order including but not limited to disinfection requirements in order to protect public health. 8. The Discharger shall comply with the attached Monitoring and Reporting Program No. 86-041. 9. This Order expires on 1 February 1991 and the Discharger must file a Report of Waste Discharge in accordance with Title 23, California Administrative Code, not later than 180 days in advance of such date as application for issuance of new waste discharge requirements. 10. The Discharger shall provide certified wastewater treatment plant operators in accordance with regulations adopted by the State Water Resources Control Board. 11. In the event of any change in control or ownership of land or waste discharge facilities presently owned or controlled by the Discharger, the Discharger shall notify the succeeding owner or operator of the existence of this Order by letter, a copy of which shall be forwarded to this office. 12. The Discharger must notify the Regional Board as soon as it knows or has reason to believe: a. That any activity has occurred or will occur that would result in the discharge of any toxic pollutant that is not limited in this permit, if that discharge will exceed the highest of the following "notification levels": (1) One hundred micrograms per liter (100 ug/1 ) ; (2) Two hundred micrograms per liter (200 ug/l for acrolein and acrylonitrile; five hundred micrograms per liter (500 ug/1 ) for 2,4-dinitrophenol and 2-methyl-4-6-dinitrophenol ; and one milligram per liter (1 mg/l for antimony;
